【摘要】：福山將治理定義為政府制定和執(zhí)行法規(guī)、提供服務(wù)的能力,他主張通過(guò)能力和自主性兩方面對(duì)治理進(jìn)行衡量。他認(rèn)為,這一分析框架可以很好地解釋低收入國(guó)家傾向于減少官僚自主性,而高收入國(guó)家試圖擴(kuò)大官僚自主性的謎題。一些學(xué)者對(duì)福山的治理理論提出了質(zhì)疑,認(rèn)為他縮小了治理的內(nèi)涵,有意和不當(dāng)?shù)匕岩?guī)范性標(biāo)準(zhǔn)排除在治理的定義之外,并從國(guó)家中心論的視角將治理限定在行政機(jī)構(gòu)內(nèi)部。福山在回應(yīng)中指出,他之所以沒有將"民主"納入治理的概念,是因?yàn)槊裰髋c國(guó)家績(jī)效之間的關(guān)系應(yīng)該在經(jīng)驗(yàn)的基礎(chǔ)上進(jìn)行評(píng)估,而不能先驗(yàn)地?cái)嘌悦裰魇巧浦蔚囊徊糠�。在分析中�?guó)的治理時(shí),福山的理論蘊(yùn)含著強(qiáng)烈的政治偏見,同時(shí)他所提出的"良性政治秩序"的理論框架也不適用于中國(guó)。
[Abstract]:Fukuyama defines governance as the government's ability to make and enforce regulations and provide services. He advocates measuring governance through capacity and autonomy. He argues that this analytical framework is a good explanation of the puzzle that low-income countries tend to reduce bureaucratic autonomy, while high-income countries try to expand bureaucratic autonomy. Some scholars question the governance theory of Fukuyama, think that he narrows the connotation of governance, intentionally and improperly excludes the normative standard from the definition of governance, and limits governance to the administrative organ from the angle of state center theory. In response, Fukuyama pointed out that he did not include "democracy" in the concept of governance because the relationship between democracy and national performance should be evaluated on the basis of experience, rather than a priori assertion that democracy is part of good governance. In the analysis of China's governance, Fukuyama's theory contains strong political prejudice, and his theoretical framework of "benign political order" is not applicable to China.
