【摘要】：電視問政作為新興的輿論監(jiān)督形式,它為官民對(duì)話搭建了新的平臺(tái),為政府回應(yīng)民意提供了重要的途徑。然而,隨著電視問政的發(fā)展,節(jié)目中曝光的一些突出問題常被拖延,有些甚至不了了之。一些公眾開始質(zhì)疑節(jié)目?jī)H僅是官員們的表演秀,并沒有發(fā)揮"治庸問責(zé)"的作用,更沒有建立起長(zhǎng)效的問責(zé)機(jī)制。因此,對(duì)相關(guān)理論闡述之后,選取問責(zé)的五個(gè)維度(透明化、監(jiān)督性、參與性、回應(yīng)性和懲罰性)構(gòu)建電視問政的評(píng)價(jià)指標(biāo),以A市電視問政節(jié)目為例,評(píng)估其是否達(dá)到了問責(zé)的效果,并針對(duì)調(diào)查結(jié)果提出相關(guān)的見解,從而為電視問政監(jiān)督政府提供新的理論依據(jù)。
[Abstract]:As a new form of supervision by public opinion, TV system provides a new platform for the dialogue between the government and the people, and provides an important way for the government to respond to the public opinion. However, with the development of television politics, some of the prominent problems exposed in the program are often delayed or even ignored. Some members of the public have begun to question whether the show is merely a performance of officials and does not play the role of "governance accountability", let alone the establishment of a long-term accountability mechanism. Therefore, after expounding the relevant theories, we select five dimensions of accountability (transparency, supervision, participation, responsiveness and punitive) to construct the evaluation index of TV polices, and take A city TV program as an example. This paper assesses whether it has achieved the effect of accountability, and puts forward some relevant opinions on the results of the investigation, thus providing a new theoretical basis for the government to supervise the political affairs of television.
