【摘要】：鄉(xiāng)鎮(zhèn)公務員是建設服務型政府的主體。目前,我國鄉(xiāng)鎮(zhèn)公務員已超500萬人。這支龐大的隊伍是我國執(zhí)政的基礎。鄉(xiāng)鎮(zhèn)公務員是最基層的社會管理人員。他們直接與人民群眾打交道,承擔著提供公共服務、實現國家意志、穩(wěn)定群眾、建設基層的任務。隨著近年來“公務員考試”這一熱門話題,他們受到了社會的廣泛關注。鄉(xiāng)鎮(zhèn)公務員的生存壓力現狀如何?鄉(xiāng)鎮(zhèn)公務員的發(fā)展怎樣?都為人們所關注。筆者希望通過本文對臨汾市鄉(xiāng)鎮(zhèn)公務員生存壓力現狀進行調查研究,讓大家更了解他們的真實生存狀態(tài),解決當前鄉(xiāng)鎮(zhèn)公務員發(fā)展所遇到的瓶頸,為今后更加有效得建設鄉(xiāng)鎮(zhèn)公務員隊伍提供一些建議,將更多的人才留在基層,使更多的人全身心投入到基層,更好的服務百姓,讓更多的人受益。本文綜合運用文獻分析法、問卷調查法、實地調查法等方法開展研究。主要以臨汾市鄉(xiāng)鎮(zhèn)公務員為研究對象,通過調查數據的分析以及對有代表性的案例進行分析,總結目前我市鄉(xiāng)鎮(zhèn)公務員生存壓力過大的表現。剖析我市鄉(xiāng)鎮(zhèn)公務員生存壓力過大的影響因素,結合馬斯洛需求層次理論、赫茨伯格“雙因素理論”,探討鄉(xiāng)鎮(zhèn)公務員減壓的具體措施。結合臨汾市鄉(xiāng)鎮(zhèn)公務員生存壓力現狀及現行公務員制度進行分析,提出對鄉(xiāng)鎮(zhèn)公務員發(fā)展的一些建議。
[Abstract]:Township civil servants are the main body of service-oriented government. At present, China's township civil servants have more than 5 million people. This huge team is the foundation of our country's ruling power. Township civil servants are the most basic social management personnel. They directly deal with the masses, undertake the task of providing public services, realizing the will of the country, stabilizing the masses, and building grass-roots units. With the hot topic of "Civil servant examination" in recent years, they have been widely concerned by the society. What is the status quo of the survival pressure of township civil servants? What is the development of township civil servants? Are of concern to people. The author hopes to investigate and study the status quo of the survival pressure of township civil servants in Linfen City, so that we can understand their real living conditions and solve the bottleneck in the development of township civil servants. For the future more effective construction of township civil servants to provide some suggestions, more talents remain at the grass-roots level, so that more people devote themselves to the grassroots, better serve the people, let more people benefit. In this paper, literature analysis, questionnaire survey, field investigation and other methods are used to carry out the research. Taking the township civil servants of Linfen city as the research object, through the analysis of the investigation data and the analysis of the representative cases, this paper sums up the overpressure performance of the township civil servants in our city at present. This paper analyzes the influential factors of excessive pressure on the existence of township civil servants in our city, combines Maslow's hierarchy of demand theory and Herzberg's "double factor theory", and probes into the concrete measures of decompression of township civil servants. Based on the analysis of the living pressure of township civil servants in Linfen City and the current civil servant system, some suggestions for the development of township civil servants are put forward.
