【摘要】：隨著社會(huì)治理從以政府為中心的"一元治理"向社會(huì)多方協(xié)同互動(dòng)的多元化轉(zhuǎn)變,多方協(xié)作已經(jīng)成為應(yīng)對(duì)各類社會(huì)突發(fā)事件的必然發(fā)展趨勢(shì)。應(yīng)急協(xié)作過(guò)程中需要大量信息予以支持,因而信息共享成為應(yīng)急協(xié)作中的重要環(huán)節(jié)。對(duì)應(yīng)急協(xié)作中的信息共享進(jìn)行探討,梳理國(guó)外相關(guān)理論和實(shí)踐現(xiàn)狀,基于我國(guó)當(dāng)前應(yīng)急協(xié)作中信息共享存在的主要問(wèn)題,分別從法制、共享觀念、信息技術(shù)以及監(jiān)督激勵(lì)等4個(gè)方面提出對(duì)策建議。
[Abstract]:With the transformation of social governance from "unitary governance" to "multi-party cooperative interaction", multi-party cooperation has become the inevitable development trend to deal with all kinds of social emergencies. A large amount of information is needed in the process of emergency cooperation, so information sharing becomes an important link in emergency cooperation. This paper discusses the information sharing in emergency cooperation, combs the relevant theories and practice status abroad, based on the main problems of information sharing in emergency cooperation in our country, respectively, from the legal system, sharing concept, Four aspects of information technology and supervision and encouragement are put forward.
