【摘要】：中國(guó)實(shí)行改革開放以后,公民社會(huì)意識(shí)開始受到重視,在社會(huì)發(fā)展尤其是慈善方面,對(duì)化解社會(huì)矛盾和進(jìn)行社會(huì)救助方面,我國(guó)民間慈善組織不斷涌現(xiàn),并逐步發(fā)展成熟。在我國(guó)自然災(zāi)害事故頻繁發(fā)生的這幾年,民間慈善組織積極組織參與各項(xiàng)慈善活動(dòng),救助弱勢(shì)群體和邊緣人群,發(fā)揮組織在社會(huì)救助和社會(huì)公共建設(shè)中的重要作用。民間慈善組織的發(fā)展成熟對(duì)促進(jìn)我國(guó)慈善事業(yè)發(fā)展有著不可或缺的促進(jìn)作用。我國(guó)現(xiàn)在正處于轉(zhuǎn)型時(shí)期,民間慈善組織在社會(huì)治理中很好的填補(bǔ)了社會(huì)保障方面的一些缺失,但是,民間慈善組織依然存在許多問題,制約其發(fā)展。目前,專門針對(duì)民間慈善組織在社會(huì)治理中的作用研究相對(duì)較少,從目前的我國(guó)民間慈善組織的運(yùn)作情況來看,民間慈善組織的獨(dú)立性,如何提高自身公信力,對(duì)組織的運(yùn)行及公信的監(jiān)管方面,以及國(guó)家對(duì)民間慈善組織的立法保障問題都非常關(guān)鍵。因此,研究民間慈善組織在社會(huì)治理中的協(xié)同作用具有很現(xiàn)實(shí)的意義,對(duì)完善民間慈善組織發(fā)展具有指導(dǎo)性作用。本文通過文獻(xiàn)研究,理論與實(shí)證分析相結(jié)合,著眼于討論民間慈善組織如何能夠更好的在社會(huì)治理中發(fā)揮作用,以社會(huì)組織參與社會(huì)治理為借鑒,客觀分析當(dāng)前的社會(huì)治理體制框架,找出目前民間慈善組織在發(fā)展過程中存在的問題,并爭(zhēng)取尋找出民間慈善組織如何提高和創(chuàng)體內(nèi)社會(huì)治理的途徑方法。本文以分析民間慈善組織的發(fā)展情況及困境為主,探索民間慈善組織在社會(huì)治理中的作用發(fā)揮,主要以其存在的問題和解決策略為主要研究?jī)?nèi)容。根據(jù)其問題、阻礙因素、及原因進(jìn)行探討,研究推動(dòng)民間慈善組織在社會(huì)治理創(chuàng)新中發(fā)揮效果的改革方向和策略,希望能夠促使民間慈善組織完善自身組織,最大化發(fā)揮其社會(huì)救助,促進(jìn)慈善事業(yè)發(fā)展的作用。
[Abstract]:After the implementation of reform and opening up in China, civil social consciousness began to receive attention. In the social development, especially in the aspect of charity, to resolve the social contradiction and carry on social assistance, the folk charity organizations of our country emerge unceasingly, and gradually develop mature. In the years of natural disasters and accidents in China, non-governmental charitable organizations actively participate in various charitable activities, rescue vulnerable groups and marginalized people, and play an important role in social relief and social public construction. The development and maturity of private charitable organizations play an indispensable role in promoting the development of charity in China. Our country is now in the transition period, the folk charity organization in the social governance has filled some deficiencies in the social security, but, the folk charity organization still has many problems, restricts its development. At present, there is relatively little research on the role of non-governmental charitable organizations in social governance. Judging from the current operation of non-governmental charitable organizations in China, the independence of non-governmental charitable organizations and how to improve their own credibility, The operation of the organization and the supervision of public trust, as well as the legislative protection of private charitable organizations are very important. Therefore, it is of practical significance to study the synergetic role of folk charitable organizations in social governance, which is instructive to improve the development of non-governmental charitable organizations. Through literature research, theoretical and empirical analysis, this paper focuses on discussing how folk charitable organizations can play a better role in social governance, taking social organizations' participation in social governance as a reference. This paper analyzes objectively the current social governance system frame, finds out the problems existing in the development process of the folk charity organizations, and tries to find out the ways to improve and create the internal social governance of the non-governmental charitable organizations. This paper mainly analyzes the development and plight of non-governmental charitable organizations, explores the role of non-governmental charitable organizations in social governance, mainly based on its existing problems and solutions as the main research content. According to its problems, hindrance factors, and reasons, this paper studies the reform direction and strategy of promoting the non-governmental charitable organizations to exert their effects in the innovation of social governance, hoping to promote the non-governmental charitable organizations to perfect their own organizations. Maximize its social assistance and promote the development of philanthropy.
