阿勒泰地區(qū)基層公務(wù)員職業(yè)倦怠實(shí)證研究

【摘要】:隨著我國政府部門逐漸朝著服務(wù)型政府轉(zhuǎn)變,政府的公共服務(wù)能力和行政執(zhí)行力逐漸受到了廣大群眾的關(guān)注;鶎庸珓(wù)員作為政府決策的執(zhí)行者,在公共服務(wù)領(lǐng)域起到至關(guān)重要的作用,是建立服務(wù)型政府的中堅(jiān)力量。筆者以此為切入點(diǎn),選取阿勒泰地區(qū)縣級及以下政府機(jī)關(guān)和街道辦事處從事基層工作的公職人員為研究對象,運(yùn)用分層抽樣法收集問卷,對選定研究對象的職業(yè)倦怠情況進(jìn)行了實(shí)證分析。實(shí)證部分采用了國內(nèi)外普遍認(rèn)可的MBI-GS量表以及職業(yè)倦怠影響因素量表。通過以上量表測量阿勒泰地區(qū)基層公務(wù)員是否存在職業(yè)倦怠現(xiàn)象以及產(chǎn)生職業(yè)倦怠現(xiàn)象的原因。問卷部分由基本信息、職業(yè)倦怠量表、職業(yè)倦怠影響因素量表構(gòu)成。利用SPSS17.0統(tǒng)計(jì)軟件對收回的問卷統(tǒng)計(jì)分析,得到以下結(jié)論:第一,阿勒泰地區(qū)基層公務(wù)員存在中度的職業(yè)倦怠現(xiàn)象。第二,阿勒泰地區(qū)基層公務(wù)員職業(yè)倦怠現(xiàn)象表現(xiàn)為情緒耗竭、玩世不恭以及低效能感。第三,個(gè)體特征下阿勒泰地區(qū)基層公務(wù)員職業(yè)倦怠現(xiàn)象存在一定差異。第四,導(dǎo)致阿勒泰地區(qū)基層公務(wù)員職業(yè)倦怠的原因大致可由個(gè)體因素、組織因素、社會(huì)因素組成。其中,組織因素較其他兩個(gè)因素表現(xiàn)更為突出。第五,文章最后試圖從心理健康、績效考核、薪酬待遇、晉升渠道、培訓(xùn)體系、社會(huì)支持以及溝通機(jī)制方面給出緩解阿勒泰地區(qū)基層公務(wù)員職業(yè)倦怠的對策建議。
[Abstract]:With the gradual transformation of government departments to service-oriented government, the public service capacity and executive power of the government have been paid more and more attention by the masses. As the executor of government policy, grass-roots civil servants play a vital role in the field of public service and are the backbone of the establishment of service-oriented government. Taking this as the starting point, the author selects the public officials working at the grass-roots level in the county level and below in Altay as the research object, and collects the questionnaire by stratified sampling method. This paper makes an empirical analysis on the job burnout of the selected subjects. The empirical part adopts the MBI-GS scale and the influencing factors scale of job burnout which are generally accepted at home and abroad. To measure whether there is job burnout and the causes of job burnout among the basic civil servants in Altay area by the above scale. The questionnaire is composed of basic information, job burnout scale and influencing factors of job burnout. By using the SPSS17.0 statistical software to analyze the collected questionnaires, the following conclusions are obtained: first, the phenomenon of moderate job burnout exists in the grass-roots civil servants in Altay. Secondly, job burnout of basic civil servants in Altay area is manifested by emotional exhaustion, cynicism and low efficacy. Thirdly, there are some differences in the phenomenon of job burnout of civil servants in Altay area under individual characteristics. Fourth, the causes of job burnout of basic civil servants in Altay area can be roughly composed of individual factors, organizational factors and social factors. Among them, organizational factor is more outstanding than the other two factors. Fifthly, the article finally tries to give the countermeasures and suggestions to alleviate the occupational burnout of grass-roots civil servants in Altay area from the aspects of mental health, performance appraisal, salary, promotion channel, training system, social support and communication mechanism.
