【摘要】：20世紀(jì)80年代以來,伴隨著社會主義市場經(jīng)濟(jì)、民主政治、先進(jìn)文化、生態(tài)文明等不斷的協(xié)調(diào)發(fā)展,傳統(tǒng)的政府管理體制已經(jīng)無法適應(yīng)我國新常態(tài)這一形勢。為適應(yīng)這一新形勢的變化,我國借鑒西方發(fā)達(dá)國家的經(jīng)驗并結(jié)合自身的實際情況提出了建設(shè)服務(wù)型政府的主張。服務(wù)型政府作為我國政府改革的目標(biāo)是大勢所趨、人心所歸,是解決中國最基本問題的金鑰匙,是行政體制改革的主要方向,是政府職能轉(zhuǎn)變的必然選擇。服務(wù)型政府建設(shè)的基本范疇包括中央、省級、市級、縣級、鄉(xiāng)(鎮(zhèn))級服務(wù)型政府,其中,縣級服務(wù)型政府建設(shè)在我國快速健康發(fā)展的過程中具有極其重要的地位。在河南中部地區(qū),位于萬里母親河黃河的南側(cè),千里伏牛山脈的東側(cè),隸屬于國家歷史文化名城許昌東漢魏故都的鄢陵縣,其地理位置優(yōu)越,交通便捷,也是全國重點(diǎn)花卉生產(chǎn)基地,被譽(yù)為“中國花木第一縣”。清代詩人汪琬曾有詩云:“鄢陵野色平于掌,也有江南此景無”。本文主要以服務(wù)型政府為視角,通過無縫隙政府理論、街頭官僚理論和鉆石理論來實現(xiàn)政府職能轉(zhuǎn)變,指引鄢陵縣的發(fā)展方向,多角度的研究鄢陵縣政府職能轉(zhuǎn)變模式,并提出具有創(chuàng)新性、實用性、建設(shè)性的意見,以便使政府自身的職能為社會提供更多優(yōu)質(zhì)的服務(wù)。本文總共分為六部分。第一部分是緒論部分。主要圍繞本文的研究背景與研究意義、研究綜述、研究技術(shù)路線、研究思路、方法和可能的創(chuàng)新點(diǎn)及研究的不足之處五個方面展開的論述。第二部分是相關(guān)概念界定與基礎(chǔ)理論。本文通過對相關(guān)概念的界定和所運(yùn)用到的理論分別進(jìn)行了闡述,交代了服務(wù)型政府視角下縣政府職能轉(zhuǎn)變研究所用到的三個概念和三個理論。第三部分是服務(wù)型政府視角下鄢陵縣政府職能范圍與現(xiàn)狀。首先是對鄢陵縣的基本概況進(jìn)行了闡述,其次闡述了鄢陵縣政府職能的范圍,最后對鄢陵縣服務(wù)型政府視角下政府職能的現(xiàn)狀進(jìn)行了概述。第四部分是鄢陵縣政府職能轉(zhuǎn)變過程中存在的問題與原因。本文對鄢陵縣政府職能轉(zhuǎn)變過程中存在的五個問題和政府職能轉(zhuǎn)變過程中存在問題的四個原因分別進(jìn)行了詳細(xì)的概述。第五部分是服務(wù)型政府視角下鄢陵縣政府職能轉(zhuǎn)變的對策建議。主要提出了創(chuàng)新政府管理理念、激發(fā)街頭官僚責(zé)任意識、構(gòu)建服務(wù)型財政管理體制、發(fā)展服務(wù)鄢陵生活的電商模式、發(fā)揮特色文化產(chǎn)業(yè)助推鄢陵新興服務(wù)業(yè)發(fā)展的具體措施五個方面的對策建議。第六部分是本文的總結(jié)與展望。首先我們對本文的研究結(jié)論進(jìn)行了總結(jié),并對所存在的問題提出了有效性的建議,最后對本文存在的不足進(jìn)行了闡述,并指出了進(jìn)一步研究的可能范圍。
[Abstract]:Since 1980s, with the harmonious development of socialist market economy, democratic politics, advanced culture and ecological civilization, the traditional government management system has been unable to adapt to the new normal situation of our country. In order to adapt to the change of this new situation, our country draws lessons from the experience of the western developed countries and puts forward the idea of building a service-oriented government according to its own actual situation. As the goal of our government reform, service-oriented government is the trend of the times and the goal of the people. It is the golden key to solve the most basic problems in China, the main direction of the reform of the administrative system, and the inevitable choice of the transformation of government functions. The basic category of service-oriented government construction includes central, provincial, municipal, county-level, township (township) level of service-oriented government, among which, the construction of county-level service-oriented government plays an extremely important role in the process of rapid and healthy development of our country. In the central part of Henan Province, located in the south of the Yellow River of the Wanli Mother River and the east side of the Qianli Funiu Mountains, it belongs to Yanling County, the famous historical and cultural city of Xuchang, the capital of the Han and Wei dynasties. Its geographical location is superior and its transportation is convenient. Is also the national key flower production base, known as "the first county of Chinese flowers and trees." Wang Wan, a poet in the Qing Dynasty, once had a poem cloud: "Yanling wild level in the palm, there is no Jiangnan this scene." This article mainly takes the service government as the angle of view, through the seamless government theory, the street bureaucrat theory and the diamond theory to realize the government function transformation, guides the Yanling county development direction, studies the Yanling county government function transformation pattern from many angles, And put forward innovative, practical, constructive advice, so that the government's own functions to provide more quality services to society. This paper is divided into six parts. The first part is the introduction. This paper mainly focuses on the research background and research significance, research review, research technical route, research ideas, methods and possible innovations, as well as the shortcomings of the five aspects of the discussion. The second part is related concept definition and basic theory. Through the definition of relevant concepts and the application of the theory, this paper explains the three concepts and three theories used in the study of the transformation of county government functions from the perspective of service-oriented government. The third part is the scope and present situation of Yanling county government's functions from the perspective of service-oriented government. Firstly, it expounds the basic situation of Yanling County, then expounds the scope of Yanling county government function, and finally summarizes the current situation of Yanling County service-oriented government. The fourth part is the problems and reasons in the process of Yanling county government function transformation. This paper summarizes in detail the five problems existing in the process of government function transformation and the four reasons for the problems in the process of government function transformation in Yanling County. The fifth part is the countermeasures and suggestions of Yanling county government function transformation from the perspective of service-oriented government. This paper mainly puts forward the idea of innovating government management, arousing the sense of responsibility of street bureaucrats, constructing a service-oriented financial management system, and developing the e-commerce model of serving Yanling's life. Give full play to the characteristic cultural industry to promote Yanling emerging service industry development specific measures five aspects of countermeasures. The sixth part is the summary and prospect of this paper. First of all, we summarize the conclusions of this paper, and put forward some effective suggestions to the existing problems. Finally, we expound the shortcomings of this paper, and point out the possible scope of further research.
