【摘要】：自新公共管理運動蓬勃發(fā)展起來后,世界各國進行了一場政府自我改革的運動,力圖得到政府職能的轉變,權力打造以提供公共服務為導向的政府——服務型政府。行政審批作為政府管理中不可或缺的重要環(huán)節(jié),是政府轉變職能的重要基礎,在社會經濟運行中發(fā)揮著不可或缺的作用。行政審批制度改革是政府的一場"自我革命",是行政管理體制改革的突破口,涉及政府部門職能定位和權力調整,涉及管理理念和管理方式的更新與變革。行政審批制度改革是深化行政管理體制改革、完善社會主義市場經濟體制和從源頭上預防和解決腐敗問題的一項重要工作。本研究以服務型政府理念為基礎、以服務型政府構建為背景前提下,以及以民族地區(qū)——百色市作為研究對象,從局部地方政府入手來研究行政審批制度的改革,通過借鑒國內外行政審批制度改革的經驗,提出具有針對性和可操作性的對策和建議。
[Abstract]:Since the development of the New Public Management Movement, every country in the world has carried out a self-reform movement of the government, trying to get the transformation of the government function, and the power to build the government-service-oriented government which is oriented by the provision of public services. As an indispensable link in government management, administrative examination and approval is an important basis for the transformation of government functions and plays an indispensable role in the operation of social economy. The reform of the administrative examination and approval system is a "self-revolution" of the government, a breakthrough in the reform of the administrative management system, involving the orientation of the functions of the government departments and the adjustment of the power, and the renewal and transformation of the management concepts and management methods. The reform of the administrative examination and approval system is an important work for deepening the reform of the administrative management system, perfecting the socialist market economy system and preventing and solving the corruption problem at the source. This study is based on the concept of service-oriented government, the construction of service-oriented government as the background premise, and the minority area-Baise City as the research object, starting from the local government to study the reform of the administrative examination and approval system. Based on the experience of the reform of the administrative examination and approval system at home and abroad, this paper puts forward some countermeasures and suggestions with pertinence and maneuverability.
