【摘要】：基層自治組織的實(shí)際運(yùn)作狀態(tài)是其與社區(qū)民眾和基層政權(quán)這兩類對象間理性交互的產(chǎn)物�；鶎幼灾谓M織與這兩類對象各自關(guān)系互惠性的高低共同決定了其在兩方面關(guān)系中自主性的高低,進(jìn)而形成其運(yùn)作狀態(tài)的四個(gè)理想類型:無所事事型、行政型、分離型以及整合型。其中,前三個(gè)理想類型及其形成原因能夠在既有研究描述的現(xiàn)象中找到實(shí)證根據(jù),對G省Y縣D鎮(zhèn)漁委會(huì)的分析則表明了第四種理想類型的基層自治組織運(yùn)作狀態(tài)在現(xiàn)實(shí)中存在的可能性和具體條件。就改進(jìn)基層自治組織運(yùn)作狀態(tài)及基層治理實(shí)踐而言,最根本的是要形成基層自治組織與社區(qū)民眾和基層政權(quán)二者間的功能性互補(bǔ),進(jìn)而以基層自治組織為中介實(shí)現(xiàn)基層社會(huì)的有機(jī)整合。
[Abstract]:The actual operating state of grassroots autonomous organizations is the product of rational interaction between them and the two kinds of objects: the community people and the grassroots regime. The level of reciprocity between the two types of autonomous organizations determines their autonomy in the two aspects, and then forms the four ideal types of their operational status: idleness, administrative, and so on. Separate type and integrated type. Among them, the first three ideal types and the reasons for their formation can find the empirical basis in the phenomena described in the existing studies. The analysis of D Township and Fishery Committee in Y County of G Province shows the possibility and concrete condition of the fourth ideal type of basic level autonomous organization operating state in reality. In terms of improving the operating state of grass-roots autonomous organizations and the practice of grass-roots governance, the most fundamental thing is to form a functional complementarity between grass-roots autonomous organizations and the community people and grass-roots regimes. Furthermore, the organic integration of grass-roots society can be realized through the intermediary of self-governing organizations at the grass-roots level.
