【摘要】：引進國外智力是鄧小平同志在南巡過程中首次提到的,并且在他的大力倡導(dǎo)下,對外開放這幾十年一直在實踐并不斷發(fā)展的。引進國外智力是我國改革開放的重要組成部分,而對外開放則是我國的基本國策。國家公職人員出國(境)交流、培訓(xùn)是我國引智工作的組成部分,是培訓(xùn)國家公職人員重要的途徑,所以要做好因公出國(境)管理則成為一項重要、復(fù)雜的系統(tǒng)工程。三十年來,通過因公出國(境)這一渠道,國家公職人員得以了解國外公共事務(wù)管理理念,借鑒國外優(yōu)秀的經(jīng)驗,既開拓了思路又提升了公務(wù)操作能力,為我國的經(jīng)濟社會發(fā)展起到了積極的作用,促進了國家綜合國力的發(fā)展。但是因公出國(境)畢竟起步晚,所以對外派人員國外表現(xiàn)的掌控、歸國后的后續(xù)管理工作還處于摸索前進階段,相對缺乏相關(guān)知識經(jīng)驗的積累,存在不少問題。本論文擬采用文獻研究法、案例研究法對山東省衛(wèi)生系統(tǒng)因公出國(境)所存在的問題進行分析。提高山東省衛(wèi)生系統(tǒng)因公出國(境)的管理質(zhì)量。對山東省因公出國(境)的具體操作環(huán)節(jié)和流程的管理提出一些可行性建議。用比較、實證的科學(xué)方法分析當(dāng)前我國因公出國(境)的內(nèi)容、環(huán)節(jié),據(jù)此總結(jié)提出完善意見。對出國(境)人員進行優(yōu)化公開的選拔,加強出國(境)成果的跟蹤、評估,建立規(guī)范的效果評估體系等。
[Abstract]:The introduction of foreign intelligence was first mentioned by Comrade Deng Xiaoping in the course of his tour of the South, and under his vigorous advocacy, the opening to the outside world has been practiced and developed for several decades. The introduction of foreign intelligence is an important part of China's reform and opening to the outside world is our basic national policy. Training is an important part of the work of attracting intelligence in our country and is an important way to train national public officials, so it is an important and complex system engineering to manage well the management of going abroad. Over the past 30 years, through the channel of going abroad on business, state public officials have been able to understand the concept of foreign public affairs management, learn from excellent foreign experience, and have opened up ideas and improved their ability to operate public affairs. It has played a positive role in the economic and social development of our country and promoted the development of the country's comprehensive national strength. But after all, due to the late start of business abroad, so the control of foreign personnel, the follow-up management work after returning to China is still in the stage of groping forward, the relative lack of accumulation of relevant knowledge and experience, there are many problems. In this paper, literature research and case study are used to analyze the problems existing in Shandong health system. To improve the management quality of Shandong health system. This paper puts forward some feasible suggestions on the management of the concrete operation and process of Shandong province going abroad on business. This paper analyzes the contents and links of China's going abroad for business by means of comparative, empirical and scientific methods, and puts forward some suggestions accordingly. To optimize and open the selection of personnel abroad, strengthen the track of the achievements abroad, evaluation, and establish a standardized effectiveness evaluation system.
