【摘要】：“數(shù)字政府”,是政府打破政府服務(wù)到公眾最后一公里的有效手段,是改革政府服務(wù)流程、提升政府服務(wù)效率、提升社會(huì)管理透明程度的必由之路;同時(shí)作為“數(shù)字政府”建設(shè)的基礎(chǔ)性工作,電子政務(wù)網(wǎng)的建設(shè)成為前提性工作。隨云南、XXXX同東南亞商貿(mào)活動(dòng)的日益頻繁,國(guó)家對(duì)西部、對(duì)XXXX的信息化建設(shè)和“數(shù)字政府”的建設(shè)給與了高度重視。如何結(jié)合政府需求,研究電子政務(wù)網(wǎng)建設(shè)項(xiàng)目的管理方法,確保繁雜項(xiàng)目的順利實(shí)施,是本文的研究重點(diǎn)。本期電子政務(wù)系統(tǒng)建設(shè)主要內(nèi)容為建設(shè)覆蓋XXXX州全州所有縣鄉(xiāng)的電視電話會(huì)議系統(tǒng),大班子及相關(guān)部門(mén)的XXXX州電子政務(wù)協(xié)同辦公系統(tǒng),建設(shè)XXXX州電子政務(wù)網(wǎng)基礎(chǔ)網(wǎng)絡(luò)平臺(tái)。實(shí)現(xiàn)互聯(lián)互通的高帶寬、高效率政務(wù)網(wǎng)絡(luò),預(yù)計(jì)全州共約1300家單位接入電子政務(wù)網(wǎng)絡(luò)平臺(tái)。本期電子政務(wù)系統(tǒng)建項(xiàng)目在云南省乃至全國(guó),都是極為少數(shù)、由一個(gè)運(yùn)營(yíng)商高起點(diǎn)、大范圍、政府全力支持、軟件硬件乃至基礎(chǔ)網(wǎng)絡(luò)同期建設(shè)的一攬子建設(shè)項(xiàng)目。項(xiàng)目涉及面廣、采用的接入手段在國(guó)內(nèi)乃至全球都是最前沿的技術(shù),項(xiàng)目實(shí)踐經(jīng)驗(yàn)少、關(guān)系人眾多、技術(shù)難度較高,投資金額高。同時(shí)作為應(yīng)用系統(tǒng),無(wú)論是OA還是視訊系統(tǒng),不僅僅涉及到眾多需求的溝通、協(xié)調(diào)和統(tǒng)一,還涉及到后續(xù)長(zhǎng)期的維護(hù)和服務(wù)保障,如何通過(guò)建設(shè)方案的審核、如何確保項(xiàng)目的順利實(shí)施、如何保障質(zhì)量、如何為后續(xù)運(yùn)維提供保障,涉及到同黨委政府、同省公司、乃至項(xiàng)目團(tuán)隊(duì)內(nèi)部的有效溝通和管理,如果沒(méi)有一套詳細(xì)、準(zhǔn)確并切實(shí)一可行的實(shí)施方案和管理過(guò)程,將會(huì)導(dǎo)致人力、物力、財(cái)力的巨大浪費(fèi)。為保證項(xiàng)目的順利實(shí)施,如期完工,本文根據(jù)項(xiàng)目管理、項(xiàng)目風(fēng)險(xiǎn)的理論知識(shí),首先論述了XXXX州電子政務(wù)網(wǎng)建設(shè)項(xiàng)目的研究背景,并對(duì)項(xiàng)目管理理論、風(fēng)險(xiǎn)管理理論進(jìn)行了闡述;其次,應(yīng)用項(xiàng)目管理理論將該項(xiàng)目劃分為可行性分析階段、項(xiàng)目計(jì)劃與實(shí)施方案階段兩個(gè)階段,明確了各個(gè)階段的工作內(nèi)容。在可行性分析階段,分析了XXXX州電子政務(wù)網(wǎng)建設(shè)項(xiàng)目現(xiàn)狀、以及業(yè)務(wù)需求預(yù)測(cè)等內(nèi)容;在項(xiàng)目計(jì)劃與實(shí)施方案階段,對(duì)該工程項(xiàng)目的計(jì)劃以及實(shí)施方案進(jìn)行了詳細(xì)的闡述。最后,對(duì)項(xiàng)目可能產(chǎn)生的風(fēng)險(xiǎn)以及應(yīng)對(duì)策略進(jìn)行了探究。論文研究不僅可指導(dǎo)XXXX州電子政務(wù)網(wǎng)建設(shè)項(xiàng)目的建設(shè),而且可為其他類似項(xiàng)目的建設(shè),提供了借鑒。
[Abstract]:"Digital government" is an effective means for the government to break the last kilometer of government service to the public. It is the only way to reform the government service flow, enhance the efficiency of government service and enhance the transparency of social management. At the same time, as the basic work of the construction of digital government, the construction of e-government network has become a prerequisite. With the increasing business activities between Yunnan Province and Southeast Asia, the country attaches great importance to the information construction of XXXX and the construction of "digital government". How to combine the government demand, study the management method of the E-government network construction project, ensure the smooth implementation of the complicated project, is the research focus of this paper. In this period, the main contents of the construction of E-government system are the construction of video teleconference system covering all counties and townships of XXXX state, the cooperative office system of XXXX state e-government of large team and related departments, and the construction of the basic network platform of XXXX state e-government network. To achieve high bandwidth and high efficiency government network, it is estimated that about 1300 units in the whole state are connected to e-government network platform. The current e-government system construction project in Yunnan Province and even in the whole country is very rare. It is a package of construction projects with a high starting point, a wide range of government support, software, hardware and even basic network construction in the same period. The project involves a wide range of areas, the means of access adopted in the domestic and even the world are the most cutting-edge technology, the project has less practical experience, a large number of people, technical difficulties, high investment. At the same time, as an application system, whether OA or video system, not only involves the communication, coordination and unification of many needs, but also involves the follow-up long-term maintenance and service guarantee, how to pass the audit of the construction plan. How to ensure the smooth implementation of the project, how to guarantee the quality, and how to guarantee the follow-up operations and maintenance involves effective communication and management with the Party committee and government, with provincial companies, and even with the project team, if there is not a set of details. An accurate and practical implementation and management process will lead to a huge waste of human, material and financial resources. In order to ensure the smooth implementation of the project and the completion of the project on schedule, according to the theoretical knowledge of project management and project risk, this paper first discusses the research background of the construction project of XXXX state e-government network, and discusses the theory of project management. Secondly, the project is divided into two stages: feasibility analysis stage, project planning stage and implementation plan stage, and the work content of each stage is clarified. In the stage of feasibility analysis, this paper analyzes the present situation of the construction project of XXXX state e-government network and the forecast of business demand, and expounds in detail the plan and implementation plan of the project in the stage of project plan and implementation plan. Finally, the possible risks of the project and countermeasures are explored. The research in this paper can not only guide the construction of XXXX E-government network, but also provide reference for other similar projects.
