【摘要】：城鎮(zhèn)化建設(shè)的不斷推進(jìn)以及社會主義新農(nóng)村建設(shè)呼聲的持續(xù)高漲,導(dǎo)致城鄉(xiāng)分治的最低生活保障制度不再適應(yīng)當(dāng)今社會保障制度的發(fā)展,也阻礙了我國低保制度一體化的進(jìn)程跟社會保障一體化的進(jìn)程�，F(xiàn)如今社會保障統(tǒng)籌的步伐不斷加快,養(yǎng)老保險(xiǎn)、醫(yī)療保險(xiǎn)已基本實(shí)現(xiàn)統(tǒng)籌,作為社會救助最后一道防線的最低生活保障制度的統(tǒng)籌帷幕也已拉開,不少省市開始構(gòu)建低保統(tǒng)籌的制度。山東省作為經(jīng)濟(jì)大省,有必要也有可能實(shí)現(xiàn)低保的城鄉(xiāng)統(tǒng)籌,山東省低保統(tǒng)籌已拉開帷幕,探討山東省的低保統(tǒng)籌建設(shè)具有重大的意義。本文立足山東省的實(shí)際情況,結(jié)合國內(nèi)外學(xué)者的以往成果,對山東省低保統(tǒng)籌問題進(jìn)行探討。從基本概念與理論出發(fā),對山東省最低生活保障制度的現(xiàn)狀進(jìn)行剖析,通過對山東省農(nóng)村和城市之間的比較,指出山東省城鄉(xiāng)低保差異存在的原因。通過對國內(nèi)典型地區(qū)的典型案例進(jìn)行比較分析,探討對山東省最低生活保障制度統(tǒng)籌問題的啟示。結(jié)合山東省低�，F(xiàn)狀并通過借鑒其他地區(qū)的經(jīng)驗(yàn),提出了適應(yīng)山東省低保統(tǒng)籌的對策與措施,建立制度統(tǒng)一標(biāo)準(zhǔn)有別的低保統(tǒng)籌模式。本文在以下方面實(shí)現(xiàn)了創(chuàng)新。一是依據(jù)山東省最新的制度情況,研究山東省統(tǒng)籌城鄉(xiāng)低保制度的建設(shè),研究視角具有一定的創(chuàng)新性。二是觀點(diǎn)有創(chuàng)新之處,提出了分區(qū)域滾動統(tǒng)籌的低保統(tǒng)籌模式。本文運(yùn)用SPSS軟件對山東省17市的低保標(biāo)準(zhǔn)做了聚類分析,將山東省按照低保標(biāo)準(zhǔn)分成三個(gè)區(qū)域,每個(gè)區(qū)域內(nèi)實(shí)現(xiàn)城市之間和農(nóng)村之間的低保統(tǒng)籌,并在滾動提高的基礎(chǔ)上實(shí)現(xiàn)山東省的統(tǒng)籌。
[Abstract]:With the continuous development of urbanization and the rising voice of the construction of new socialist countryside, the minimum living security system of urban and rural areas is no longer suitable for the development of social security system today. It also hinders the process of integration of minimum security system and social security system. Nowadays, the pace of social security as a whole has been speeding up, the endowment insurance and medical insurance have basically realized the overall plan, and the curtain of the minimum living security system, which is the last line of defense for social assistance, has also been opened. Many provinces and cities began to build a system of low-security coordination. As a big economic province, it is necessary and possible to realize the urban and rural planning of the minimum living standard in Shandong Province. It is of great significance to discuss the overall construction of the minimum living standard in Shandong Province. Based on the actual situation of Shandong Province and the previous achievements of scholars at home and abroad, this paper probes into the problem of overall planning of minimum living standard in Shandong Province. Based on the basic concepts and theories, this paper analyzes the present situation of the minimum living security system in Shandong Province, and points out the reasons for the difference between rural and urban areas in Shandong Province. Based on the comparative analysis of typical cases in typical areas of China, this paper discusses the implications for the overall planning of the minimum living security system in Shandong Province. Based on the current situation of minimum living standard in Shandong Province and the experience of other regions, this paper puts forward the countermeasures and measures to adapt to the overall planning of minimum living standard in Shandong Province, and establishes the unified standard of system and other modes of overall planning of minimum living standard. This article has realized the innovation in the following aspects. First, according to the latest system situation of Shandong Province, this paper studies the construction of urban and rural minimum security system in Shandong Province. Second, the viewpoint has the innovation, proposed the sub-regional rolling overall plan lowly as a whole model. In this paper, we use SPSS software to analyze the minimum living standard of 17 cities in Shandong Province, and divide Shandong Province into three regions according to the minimum living standard. And on the basis of rolling improvement to achieve the overall plan of Shandong Province.
