【摘要】：國家治理是有效協(xié)商與現(xiàn)代民主共同合法性推進的產(chǎn)物,"協(xié)商"和"民主"的價值融合是理解國家治理的兩個重要側(cè)面,協(xié)商治理是一個亟待成長的新公共治理范式。協(xié)商議題是銜接國家治理與協(xié)商民主的重要載體,協(xié)商治理實現(xiàn)了程序民主向參與式民主的過渡。公共精神貫穿于公共議題治理的全過程,對公共精神進行培養(yǎng)有助于強化協(xié)商治理價值理念中的公平和責任意識。因此,建構(gòu)中國特色協(xié)商治理的話語體系,必須挖掘傳統(tǒng)文化資源,確保"協(xié)商"在國家治理體系這一政治結(jié)構(gòu)中的穩(wěn)定性,以制度的科學(xué)制定與有效執(zhí)行作為協(xié)商民主發(fā)展的保障。
[Abstract]:State governance is the product of the common legitimacy of effective negotiation and modern democracy. The value fusion of "consultation" and "democracy" are two important aspects of understanding national governance. Consultative governance is a new public governance paradigm that needs to grow. The subject of consultation is an important carrier to link national governance with deliberative democracy, which realizes the transition from procedural democracy to participatory democracy. The public spirit runs through the whole process of the governance of public issues. The cultivation of the public spirit is helpful to strengthen the sense of fairness and responsibility in the value concept of consultative governance. Therefore, to construct the discourse system of consultative governance with Chinese characteristics, we must tap the traditional cultural resources and ensure the stability of "consultation" in the political structure of the national governance system. The scientific formulation and effective implementation of the system are the guarantee of the development of consultation democracy.
