【摘要】：省管縣改革的不徹底,導(dǎo)致省、市、縣政府之間縱向科層體系的交錯。違背了科層組織所強調(diào)的權(quán)威等級和命令統(tǒng)一原則;出現(xiàn)了地方政府之間責(zé)、權(quán)、利配置的扭曲和不對稱;誤導(dǎo)了人們對省管縣改革的認知和對未來方向的判斷。網(wǎng)絡(luò)化治理是省管縣改革后的模式選擇,但在實踐中,諸多條件尚不完備。平等、獨立、自主的多元治理主體仍在培育;合作、信任、規(guī)范的區(qū)域治理結(jié)構(gòu)尚未形成;政府、市場、社會高度耦合的機制還在探索;責(zé)任、權(quán)力、利益相互匹配的制度還未完善�；诰W(wǎng)絡(luò)化治理的市縣關(guān)系重構(gòu),其主要目的是要實現(xiàn)市縣的協(xié)調(diào)發(fā)展。
[Abstract]:The incomplete reform of provincial administration and county administration leads to the interlacing of vertical hierarchy system among provincial, municipal and county governments. It violates the principle of unity of authority and order emphasized by branch organizations; the distortion and asymmetry of responsibility, power and benefit distribution among local governments; mislead people's cognition of provincial and county reform and judge the future direction. Network governance is the mode choice after provincial management and county reform, but in practice, many conditions are not complete. Equality, independence, autonomy and pluralistic governance are still being cultivated; the regional governance structure of cooperation, trust and norms has not yet been formed; the highly coupled mechanism of government, market and society is still being explored; responsibility, power, The system of matching interests is not perfect. The main purpose of the reconstruction of city and county relationship based on network governance is to realize the coordinated development of city and county.
