問責(zé)型治理及其生長空間

【摘要】:問責(zé)型治理生成的根源包括三個(gè)方面:治理的內(nèi)在屬性、中國的現(xiàn)實(shí)國情和世界的發(fā)展經(jīng)驗(yàn)。根據(jù)參與治理的主體,問責(zé)型治理可以劃分為三種基本的類型:政府主導(dǎo)—社會(huì)力量參與的問責(zé)型治理,社會(huì)力量主導(dǎo)—政府參與的問責(zé)型治理,政府—社會(huì)力量協(xié)同參與的問責(zé)型治理。問責(zé)型治理的生長空間由問責(zé)型治理生長的動(dòng)力與阻力之間的對(duì)比決定。當(dāng)前,中國問責(zé)型治理成長的動(dòng)力包括黨紀(jì)黨規(guī)制裁更嚴(yán)、體制機(jī)制配套漸好,民眾維權(quán)意識(shí)日增;問責(zé)型治理的阻力包括對(duì)權(quán)力的制約仍然乏力,對(duì)責(zé)任的擔(dān)當(dāng)仍然不夠,對(duì)治理的踐行仍然模糊。為了推進(jìn)問責(zé)型治理的成長,應(yīng)該從進(jìn)一步培養(yǎng)問責(zé)型治理成長的動(dòng)力和遏制問責(zé)型治理的阻力來著手,具體來說,采取三個(gè)方面的措施:培育問責(zé)的文化氛圍、加大問責(zé)的執(zhí)行力度、完善問責(zé)的配套機(jī)制。
[Abstract]:The origin of accountability governance includes three aspects: the internal attributes of governance, the actual situation of China and the development experience of the world.According to the main body of participatory governance, accountability governance can be divided into three basic types: government- social force participation accountability governance, social power-government participation accountability governance.Government-social forces to participate in the accountability of governance.The growth space of accountability governance is determined by the contrast between the growth power and resistance of accountability governance.At present, the motive force for the growth of accountability governance in China includes stricter party discipline and sanctions, better institutional mechanisms, and a growing awareness of people's rights protection. The resistance of accountability governance, including the lack of restraint on power and the lack of responsibility, is still insufficient.The practice of governance remains vague.In order to promote the growth of accountability governance, we should further cultivate the motive force of accountability governance growth and curb the resistance of accountability governance. Specifically, we should take measures in three aspects: fostering the culture of accountability.Strengthen the implementation of accountability, improve the supporting mechanism of accountability.
