【摘要】：改革開放三十余年來,中國經(jīng)濟快速發(fā)展,各項社會事業(yè)也獲得穩(wěn)步提升,社會公眾對關(guān)系“民生”的公共產(chǎn)品和公共服務(wù)需求,在數(shù)量與質(zhì)量上都提出了更高的要求,而這些都與地方政府的公共服務(wù)能力息息相關(guān)。眾所周知,由于地方政府貼近地方公眾,在了解民生的真實需求和具體偏好上具有天然優(yōu)勢,在公共服務(wù)和公共產(chǎn)品的供給上起著主導地位。因此,提升地方政府的公共服務(wù)能力水平顯得尤為重要和迫切。近年來,以我國東部沿海等為代表的發(fā)達地區(qū)在公共服務(wù)能力建設(shè)卓有成效,逐步建立了保障社會公眾民生需求的各項成熟機制。地處西北區(qū)域的甘肅省等欠發(fā)達地區(qū)在公共服務(wù)能力提升方面相對落后,集中表現(xiàn)在公共服務(wù)主體單一、供給總量少、質(zhì)量不高,服務(wù)意識較差、公共服務(wù)效率不高、資源不均衡等。本文以甘肅省地方政府的公共服務(wù)能力提升為研究核心,針對以甘肅省為代表的欠發(fā)達地區(qū)的公共服務(wù)能力建設(shè)現(xiàn)狀進行具體分析,得出制約甘肅省公共服務(wù)能力建設(shè)的主要因素及提升公共服務(wù)能力的具體對策。
[Abstract]:Over the past 30 years of reform and opening up, China's economy has developed rapidly, and various social undertakings have been steadily promoted. The public has put forward higher demands for public goods and services related to the people's livelihood in terms of both quantity and quality.These are closely related to the public service capacity of local governments.As we all know, because local governments are close to the local public, they have natural advantages in understanding the real needs and specific preferences of people's livelihood, and play a leading role in the supply of public services and public goods.Therefore, it is very important and urgent to improve the public service ability of local government.In recent years, the developed areas, such as the eastern coastal areas of China, have been successful in building the capacity of public service, and have gradually established various mature mechanisms to protect the needs of the people's livelihood of the society.The less developed areas, such as Gansu Province, which is located in the northwest region, are relatively backward in the promotion of public service capacity. The main body of public service is single, the total supply is small, the quality is not high, the service consciousness is poor, and the public service efficiency is not high.An imbalance in resources, etc.This paper focuses on the improvement of public service capacity of local governments in Gansu Province, and analyzes the current situation of public service capacity building in underdeveloped areas represented by Gansu Province.The main factors restricting the construction of public service capacity in Gansu Province and the specific countermeasures to enhance public service capacity are obtained.
