【摘要】：隨著現(xiàn)代化的全面推進(jìn),當(dāng)代社會(huì)已經(jīng)進(jìn)入到了后果嚴(yán)重的風(fēng)險(xiǎn)社會(huì)。自從德國著名社會(huì)學(xué)家烏爾里�！へ惪擞谏鲜兰o(jì)80年代提出“風(fēng)險(xiǎn)社會(huì)”這一概念以來,風(fēng)險(xiǎn)問題就引起了人們的廣泛關(guān)注,如何客觀認(rèn)識(shí)風(fēng)險(xiǎn)、積極預(yù)防和規(guī)避風(fēng)險(xiǎn)、有效治理風(fēng)險(xiǎn)就不僅是理論界關(guān)注的熱點(diǎn),更是政府的一個(gè)重要責(zé)任。本文從闡釋風(fēng)險(xiǎn)、治理以及風(fēng)險(xiǎn)治理內(nèi)涵及特征入手,著重分析了現(xiàn)代社會(huì)所面臨的風(fēng)險(xiǎn)治理的難題和困境,即風(fēng)險(xiǎn)的不可預(yù)測性、風(fēng)險(xiǎn)的普遍性、風(fēng)險(xiǎn)分配的不平等性、風(fēng)險(xiǎn)的全球性和風(fēng)險(xiǎn)的疊加性所帶來的治理難題,這些難題使風(fēng)險(xiǎn)治理面臨著諸如政府治理的失靈、專家系統(tǒng)的缺陷、風(fēng)險(xiǎn)治理的負(fù)效應(yīng)以及發(fā)展目標(biāo)的沖突等困境。要克服風(fēng)險(xiǎn)治理的難題和困境,就必須真正發(fā)揮政府的作用,建立責(zé)任型政府。具體而言,就是要?jiǎng)澐致氊?zé)權(quán)利,確立政府在風(fēng)險(xiǎn)治理的主導(dǎo)地位;轉(zhuǎn)變風(fēng)險(xiǎn)治理理念,發(fā)揮多元主體作用;建立彈性政府,提升應(yīng)對風(fēng)險(xiǎn)的能力;加強(qiáng)制度建設(shè),健全風(fēng)險(xiǎn)管理體制機(jī)制。
[Abstract]:With the advance of modernization, the contemporary society has entered the risk society with serious consequences.Since Ulrich Baker, a famous sociologist in Germany, put forward the concept of "risk society" in the 1980s, people have paid more attention to the problem of risk.The effective management of risk is not only the focus of attention, but also an important responsibility of the government.Starting with the explanation of risk, governance and the connotation and characteristics of risk governance, this paper analyzes the difficult problems and difficulties of risk management in modern society, that is, the unpredictability of risk, the universality of risk, and the inequality of risk distribution.The global risk and the superposition of risk lead to the governance problems, which make the risk governance face difficulties such as the failure of government governance, the defects of expert system, the negative effect of risk governance and the conflict of development goals.In order to overcome the difficulties and difficulties of risk management, we must give full play to the role of the government and establish a responsible government.Specifically, it is necessary to divide the responsibilities and rights, to establish the leading position of the government in risk management, to change the concept of risk management, to give play to the role of multiple subjects, to establish a flexible government, to enhance the ability to deal with risks, and to strengthen the construction of institutions.Improve the risk management system and mechanism.
