【摘要】：[目的/意義]構(gòu)建面向政府危機決策的"情景-應(yīng)對"機制旨在給應(yīng)急決策者創(chuàng)造熟悉的環(huán)境和場景,引導(dǎo)和支撐應(yīng)急決策者適應(yīng)和了解當(dāng)前態(tài)勢,進行有針對性地決策行動。[方法/過程]從知識管理的角度提出了支持政府危機決策"情景-應(yīng)對"機制運行的宏觀邏輯框架,提出了危機情景知識本體構(gòu)建概念體系,運用本體論的思想與方法構(gòu)建了危機預(yù)警情景和響應(yīng)情景模型,并對"情景-應(yīng)對"機制進行了具體分析。[結(jié)果/結(jié)論]研究表明面向政府危機決策的知識管理"情景-應(yīng)對"機制以危機情景為描述對象,以本體作為知識組織體系的描述手段,以情景知識元素作為語義單元,以語義知識網(wǎng)絡(luò)作為情景表現(xiàn)形式,具有語義分析能力和推理能力,能夠有效支持政府危機預(yù)警、監(jiān)測、指揮、評估等管理系統(tǒng)。
[Abstract]:[objective / significance] the purpose of constructing a "situation-response" mechanism for government crisis decision making is to create a familiar environment and scenario for emergency decision makers and to guide and support emergency decision makers to adapt and understand the current situation.Make targeted decision-making actions.[method / process] from the perspective of knowledge management, this paper puts forward a macro logical framework to support the operation of the "situation-response" mechanism of government crisis decision-making, and puts forward a conceptual system for constructing knowledge ontology of crisis scenarios.In this paper, the ontological thinking and method are used to construct the crisis warning scenario and response scenario model, and the "situation-response" mechanism is analyzed in detail.[results / conclusions] the research shows that the mechanism of knowledge management "situation-response" for government crisis decision-making takes crisis scenarios as the object, ontology as the description means of knowledge organization system, and situational knowledge elements as semantic units.Taking semantic knowledge network as the representation of situation, it has the ability of semantic analysis and reasoning, and can effectively support government management systems such as crisis warning, monitoring, command, evaluation and so on.
