【摘要】：近幾年在發(fā)展中國(guó)家呈現(xiàn)一種趨勢(shì),經(jīng)濟(jì)發(fā)展的過(guò)程映射著一些非正式組織的作用不斷地被政府、市場(chǎng)和第三部門侵蝕的過(guò)程。社區(qū)作為非正式組織的典型代表,其治理現(xiàn)狀在社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期呈現(xiàn)“一鍋粥”的混亂局面,這與政府、市場(chǎng)和第三部門有密不可分的聯(lián)系。政府作為社區(qū)治理最重要的主體,面對(duì)社區(qū)治理困境對(duì)政府在社區(qū)治理過(guò)程中所承擔(dān)的責(zé)任進(jìn)行研究是十分必要且意義重大的。 以甘肅省張掖市社區(qū)作為研究對(duì)象,在治理理論、責(zé)任政府理論的基礎(chǔ)上展開(kāi)對(duì)張掖市社區(qū)治理中政府責(zé)任的研究。選擇甘肅省張掖市社區(qū)作為研究對(duì)象,是基于甘肅省張掖市相對(duì)于西北地區(qū)其他地級(jí)市來(lái)說(shuō)是西北地區(qū)近幾年經(jīng)濟(jì)發(fā)展十分迅速的城市；其次從政治、歷史、人文、地理位置考慮,是西北地區(qū)具有代表性的城市；再次,作者在張掖市各社區(qū)走訪調(diào)研發(fā)現(xiàn),其社區(qū)治理存在的問(wèn)題與政府責(zé)任聯(lián)系十分密切,存在政策匱乏、民主化受限、行政化嚴(yán)重、資金投入不足、社區(qū)參與度不高等一系列問(wèn)題,政府責(zé)任問(wèn)題突出。 區(qū)別于目前學(xué)術(shù)界對(duì)政府責(zé)任的研究多以理論為主的研究路徑,采用調(diào)查問(wèn)卷的形式對(duì)張掖市政府工作人員和張掖市社區(qū)工作人員進(jìn)行雙向調(diào)研,通過(guò)實(shí)證研究對(duì)張掖市社區(qū)治理中政府責(zé)任的問(wèn)題進(jìn)行深入研究分析,揭示張掖市政府在社區(qū)治理中存在的責(zé)任問(wèn)題,包括政治責(zé)任問(wèn)題、行政責(zé)任問(wèn)題和倫理責(zé)任問(wèn)題,并對(duì)張掖市政府在社區(qū)治理中的責(zé)任問(wèn)題提出對(duì)策建議,以期在西部欠發(fā)達(dá)地區(qū)的社區(qū)治理中完善政府責(zé)任提供有益參考。
[Abstract]:In recent years, there is a trend in developing countries. The process of economic development reflects the process of erosion of the role of some informal organizations by the government, the market and the third sector.Community as a typical representative of informal organizations, its governance status in the critical period of social transformation presents a "pot of porridge" chaos, which is closely related to the government, the market and the third sector.As the most important subject of community governance, it is necessary and significant to study the responsibility of the government in the process of community governance in the face of the plight of community governance.Based on the theory of governance and the theory of responsible government, the research on the government responsibility in community governance of Zhangye City in Gansu Province was carried out on the basis of the community of Zhangye City in Gansu Province as the research object.The community of Zhangye City in Gansu Province is chosen as the research object, which is based on the fact that Zhangye City in Gansu Province is a city with rapid economic development in recent years compared with other prefectural cities in Northwest China.Considering the geographical location, it is a representative city in Northwest China. Thirdly, the author visited the communities in Zhangye City and found that the problems in community governance are closely related to the responsibility of the government, there is a lack of policies, and democratization is limited.A series of problems, such as serious administration, insufficient capital investment and low community participation, make government responsibility outstanding.Different from the current academic research on government responsibility mostly based on the theoretical research path, using the form of questionnaire to Zhangye City government staff and Zhangye City community workers to carry out two-way investigation.Through the empirical study, the author makes a deep research and analysis on the government responsibility in the community governance of Zhangye City, and reveals the problems of the government responsibility in the community governance, including the political responsibility, the administrative responsibility and the ethical responsibility.The countermeasures and suggestions on the responsibility of the government in community governance in Zhangye City are put forward in order to provide a useful reference for perfecting the government responsibility in the community governance in the underdeveloped areas in the west of China.
