【摘要】：事故調查是危機學習的重要環(huán)節(jié),是預防危機的關鍵因素。論文在對近年(2008—2016年)公開發(fā)布的34份特別重大事故調查報告分析的基礎上,結合我國事故調查的現(xiàn)狀,按照危機學習過程的思路,對危機學習可能存在的困境進行了解釋。并發(fā)現(xiàn):重問責的調查導向影響了危機學習的潛力;事故調查總結的宏觀指向割裂了雙環(huán)學習的步驟;獨立調查主體的缺失會限制危機學習信息的客觀真實性;干部失職和監(jiān)管不力為主軸的事故原因凸顯了危機學習的體制障礙;調查時限約束了調查報告內容的深度。這些在不同程度都會影響危機學習的效果。
[Abstract]:Accident investigation is an important link in crisis learning and a key factor in crisis prevention.Based on the analysis of 34 special accident investigation reports published publicly in recent years, combined with the present situation of accident investigation in China, and according to the thinking of crisis learning process, this paper explains the possible predicament of crisis learning.It is found that the re-accountability direction of investigation affects the potential of crisis learning; the macro direction of accident investigation and summary cuts off the steps of double-ring learning; the lack of independent investigation subject limits the objective authenticity of crisis learning information;The malfeasance of cadres and the lack of supervision are the main causes of the accident, which highlights the institutional obstacle of crisis learning, and the time limit of investigation restricts the depth of the contents of the investigation report.These will affect the effectiveness of crisis learning in varying degrees.
