【摘要】：當代政府所面臨的復(fù)雜性、動態(tài)性以及多元性的環(huán)境,以及公共問題的復(fù)雜性,都增加了政府治理的難度。事實上政府部門已經(jīng)無法成為唯一的政府治理者,它必須依靠與社會公眾、企業(yè)、非營利組織等的共同治理。這使得公共事務(wù)的管理必須重視解決兩大問題,一是內(nèi)部/技術(shù)問題,二是外部/整合問題。前者如電子政務(wù)的應(yīng)用與推廣,我國政府根據(jù)不斷變化的形勢需要所進行的行政改革,后者表現(xiàn)為公共服務(wù)的民營化、非營利組織參與提供公共服務(wù)等等。突發(fā)事件應(yīng)急管理是政府的重要職能之一,它體現(xiàn)的是政府履行保證公共安全,維護社會穩(wěn)定與秩序的職能。有效的突發(fā)事件應(yīng)急管理不僅需要具有比較完善的預(yù)案,健全的制度,規(guī)范的組織機構(gòu)和先進的應(yīng)急管理技術(shù),而且需要廣大社會公眾的積極參與。社區(qū)網(wǎng)格化應(yīng)急管理正是注重結(jié)合技術(shù)手段與人為防范的一種綜合性的應(yīng)急管理模式。論文第一部分分析了城市社區(qū)網(wǎng)格化應(yīng)急管理的一些理論內(nèi)涵,包括社區(qū)網(wǎng)格化管理,突發(fā)事件應(yīng)急管理和社區(qū)網(wǎng)格化應(yīng)急管理。論文第二部分分析了城市社區(qū)網(wǎng)格化應(yīng)急管理的一些基礎(chǔ)理論,主要包括治理和善治理論,社會資本理論和公共危機管理理論。論文第三部分分析了烏蘭浩特市社區(qū)網(wǎng)格化應(yīng)急管理存在的問題及成因,主要問題包括應(yīng)急預(yù)警功能發(fā)揮不充分,應(yīng)急處置功能不完善,組織動員功能不足,善后處理功能發(fā)揮不全面和應(yīng)急保障功能不足,問題的成因包括應(yīng)急管理制度不健全,應(yīng)急管理運行機制不規(guī)范,社區(qū)應(yīng)急資源保障不足,應(yīng)急技術(shù)設(shè)施不完善,多元參與主體的協(xié)同性差和應(yīng)急培訓與演練缺乏。第四部分探討了提升烏蘭浩特市社區(qū)網(wǎng)格化應(yīng)急管理水平的對策,主要是要優(yōu)化現(xiàn)有的組織結(jié)構(gòu)與流程、建立相關(guān)的技術(shù)支撐、物質(zhì)和資金保障、加強人才隊伍建設(shè)、培育社區(qū)應(yīng)急管理文化和實現(xiàn)社會的有序參與等。
[Abstract]:The complexity of modern government, the dynamic and pluralistic environment, and the complexity of public problems increase the difficulty of government governance.In fact, the government can no longer be the only government governer, it must rely on the public, enterprises, non-profit organizations and other joint governance.This makes the management of public affairs must pay attention to solving two major problems, one is internal / technical problems, the other is external / integration problems.The former, such as the application and promotion of e-government, the administrative reform carried out by our government according to the changing situation, the latter manifests itself in the privatization of public services, the participation of non-profit organizations in the provision of public services, and so on.Emergency management is one of the important functions of the government, which embodies the government's function of ensuring public security and maintaining social stability and order.Effective emergency management not only needs more perfect planning, sound system, standardized organization and advanced emergency management technology, but also needs the active participation of the general public.Community grid-based emergency management is a comprehensive emergency management model which combines technical means with artificial prevention.The first part of the paper analyzes some theoretical connotations of urban community grid emergency management, including community grid management, emergency management of emergencies and community grid emergency management.The second part analyzes some basic theories of urban community gridding emergency management, including governance and good governance theory, social capital theory and public crisis management theory.The third part of the paper analyzes the problems and causes of community gridding emergency management in Wulanhaote. The main problems include inadequate function of emergency warning, imperfect function of emergency disposal, insufficient function of organization and mobilization.The causes of the problems include imperfect emergency management system, non-standard emergency management operation mechanism, insufficient community emergency resources support, and imperfect emergency technical facilities.The synergy of multiple participants and the lack of emergency training and exercise are poor.The fourth part discusses the countermeasures to improve the level of emergency management in the community of Wulanhaote, mainly to optimize the existing organizational structure and process, establish relevant technical support, material and financial support, and strengthen the construction of talent team.Cultivate community emergency management culture and achieve orderly social participation.
