【摘要】：地方政府駐京辦事機(jī)構(gòu)作為一種極富中國(guó)特色的制度形式,是中央與地方間聯(lián)系、溝通的特殊組織機(jī)構(gòu)。當(dāng)代中國(guó)地方政府駐京辦事機(jī)構(gòu)產(chǎn)生于特定的政治、經(jīng)濟(jì)和社會(huì)背景之下,與中國(guó)傳統(tǒng)的同類組織相比,實(shí)現(xiàn)了制度形式的創(chuàng)造性轉(zhuǎn)換。改革開(kāi)放以前,地方政府駐京辦事機(jī)構(gòu)經(jīng)歷了建置、發(fā)展與裁撤的演變歷程。改革開(kāi)放后,地方政府駐京辦事機(jī)構(gòu)得以在新的基礎(chǔ)上恢復(fù)重建和快速發(fā)展,其后又伴隨著地方經(jīng)濟(jì)社會(huì)的發(fā)展而急劇膨脹,并在新時(shí)期開(kāi)始了新的調(diào)整和改革歷程。地方政府駐京辦事機(jī)構(gòu)的發(fā)展演變不單是自身組織形式和制度內(nèi)涵的變異,更反映了國(guó)家宏觀制度體系的自我調(diào)適和自我完善。
[Abstract]:As a kind of system with Chinese characteristics, local government office in Beijing is a special organization for communication between central government and local government.The local government offices in Beijing in contemporary China come into being under the specific political, economic and social background. Compared with the traditional Chinese organizations, they have realized the creative transformation of the system form.Before the reform and opening up, the local government offices in Beijing experienced the process of establishment, development and abolishment.After the reform and opening up, the local government office in Beijing was able to rebuild and develop rapidly on the new basis, and then, with the development of local economy and society, it expanded rapidly, and began a new process of adjustment and reform in the new period.The development and evolution of local government offices in Beijing is not only the variation of its own organizational form and institutional connotation, but also reflects the self-adjustment and self-improvement of the national macro-system.
