【摘要】：改革開放以來,行政審批作為政府管理社會(huì)、經(jīng)濟(jì)事務(wù)的重要手段,在我國的經(jīng)濟(jì)建設(shè)中發(fā)揮過積極的作用。隨著社會(huì)主義市場經(jīng)濟(jì)的發(fā)展,面對(duì)經(jīng)濟(jì)全球化帶來的機(jī)遇和挑戰(zhàn),通過政府干預(yù)行為實(shí)施資源的有效配置已經(jīng)不再符合市場經(jīng)濟(jì)的要求,改革勢在必行。當(dāng)前,各級(jí)政府都把行政審批制度改革作為推動(dòng)地方經(jīng)濟(jì)發(fā)展、促進(jìn)政府職能轉(zhuǎn)變的重要突破口,并做了一些積極有益的探索。近年來,惠州在行政審批制度改革和創(chuàng)新方面也有了大膽地嘗試,特別是對(duì)涉及面最廣、最為復(fù)雜的企業(yè)登記注冊(cè)和投資項(xiàng)目審批制度進(jìn)行改革創(chuàng)新,作為國家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)和惠州經(jīng)濟(jì)發(fā)展的先行區(qū),大亞灣開發(fā)區(qū)的行政審批制度改革在惠州市一級(jí)行政審批制度改革的指導(dǎo)下,先試先行,取得了一定的成效。本文以企業(yè)投資審批制度改革為主線,以大亞灣開發(fā)區(qū)為重點(diǎn),結(jié)合惠州市其他縣區(qū)(惠城區(qū)、忡愷高新區(qū)等)的相關(guān)情況,對(duì)一縱一橫(一縱:指企業(yè)登記注冊(cè)改革,一橫:指投資項(xiàng)目審批制度改革)改革的亮點(diǎn)和成效作系統(tǒng)的梳理和介紹,以企業(yè)最難的登記注冊(cè)和投資項(xiàng)目審批為突破口,對(duì)實(shí)行注冊(cè)資本、工商登記注冊(cè)與經(jīng)營項(xiàng)目審批相分離、聯(lián)合審查并聯(lián)審批等方面的創(chuàng)新經(jīng)驗(yàn)進(jìn)行總結(jié)推廣。文章先引述行政審批的相關(guān)概念,然后對(duì)大亞灣開發(fā)區(qū)以往行政審批制度改革如:清理審批項(xiàng)目、削減審批收費(fèi)項(xiàng)目等方面的情況作了概述,以及在怎么樣的背景下開展“一縱一橫”審批制度改革,總結(jié)做法和亮點(diǎn),指出不足并分析;在借鑒國內(nèi)外簡政放權(quán)經(jīng)驗(yàn)的基礎(chǔ)上,提出完善建議。
[Abstract]:Since the reform and opening up, administrative examination and approval, as an important means of government management of social and economic affairs, has played an active role in the economic construction of our country.With the development of socialist market economy and the opportunities and challenges brought by economic globalization, the effective allocation of resources through government intervention is no longer in line with the requirements of market economy.At present, governments at all levels regard the reform of the administrative examination and approval system as an important breakthrough in promoting the development of local economy and the transformation of government functions, and has made some positive and beneficial explorations.In recent years, Huizhou has also made bold attempts in the reform and innovation of the administrative examination and approval system, especially the reform and innovation of the most extensive and complex enterprise registration and investment project examination and approval system.As the national economic and technological development zone and Huizhou economic development zone, the reform of the administrative examination and approval system of Daya Bay Development Zone is guided by the reform of the first level administrative examination and approval system of Huizhou City, and has achieved certain results.This paper takes the reform of enterprise investment examination and approval system as the main line, takes the Daya Bay Development Zone as the focus, and combines with the relevant situation of other counties and districts in Huizhou City (Huicheng District, Kai Hi-tech Zone, etc.), and gives a vertical and horizontal (one column: one column: enterprise registration and registration reform).First horizontal: referring to the reform of the examination and approval system of investment projects) the bright spots and results of the reform are systematically combed and introduced, with the most difficult registration of enterprises and the examination and approval of investment projects as a breakthrough point, the implementation of registered capital,The innovation experience of joint review and parallel examination and approval is summarized and popularized.The article first quotes the related concepts of administrative examination and approval, and then summarizes the past reform of the administrative examination and approval system in Daya Bay Development Zone, such as cleaning up the examination and approval items, reducing the examination and approval fee items, and so on.And in what background to carry out the "one vertical and one horizontal" examination and approval system reform, summed up the practice and bright spots, pointed out the deficiencies and analysis, on the basis of reference to domestic and foreign experience in the decentralization of power, put forward some suggestions for improvement.
