【摘要】：社區(qū)志愿服務(wù)是經(jīng)濟(jì)體制改革和社會(huì)轉(zhuǎn)型過程中在我國(guó)城市社會(huì)所產(chǎn)生的一種新生事物。隨著社會(huì)經(jīng)濟(jì)的發(fā)展,社區(qū)志愿服務(wù)的內(nèi)容、目標(biāo)以及面臨的問題不斷增加,其在城市社會(huì)和社區(qū)發(fā)展中的地位也日益突出,亟需加強(qiáng)社區(qū)服務(wù)中志愿者管理的研究。而社區(qū)志愿服務(wù)的性質(zhì)又決定了社區(qū)志愿服務(wù)管理既不同于政府體制下的管理,也不同于企業(yè)管理。雖然我國(guó)的志愿者服務(wù)管理已經(jīng)經(jīng)歷過2008年奧運(yùn)會(huì)、2010年上海世博會(huì)等國(guó)際性活動(dòng)的考驗(yàn),但社區(qū)志愿者服務(wù)管理的理論和實(shí)踐研究也還是剛剛起步,對(duì)社區(qū)志愿者服務(wù)管理的研究具有非常重大的實(shí)際意義。本文以湖南長(zhǎng)沙岳麓區(qū)學(xué)士街道斑馬塘社區(qū)委員會(huì)為研究對(duì)象,采用實(shí)地對(duì)話訪談的方式,對(duì)斑馬塘社區(qū)組織、社區(qū)管理者及社區(qū)志愿者進(jìn)行了深入研究,了解了斑馬塘社區(qū)志愿者管理架構(gòu)、社區(qū)志愿者的管理制度和當(dāng)前的服務(wù)情況。通過對(duì)社區(qū)管理者和志愿者的訪談的分析,結(jié)合對(duì)社區(qū)志愿者的理論研究,并借鑒國(guó)外在志愿者組織建設(shè)方面的經(jīng)驗(yàn),分析得出了當(dāng)前我國(guó)社區(qū)志愿者管理中存在的問題的和制約的因素,并提出了完善社區(qū)志愿者管理的一些可行的對(duì)策和建議,本文認(rèn)為要從以下幾個(gè)方面來(lái)完善我國(guó)社區(qū)志愿服務(wù)的管理:規(guī)范志愿者招募方式;加強(qiáng)對(duì)志愿者的培訓(xùn)與指導(dǎo);建立可行的社區(qū)志愿者激勵(lì)機(jī)制;嚴(yán)格社區(qū)服務(wù)的財(cái)務(wù)管理制度;強(qiáng)化社區(qū)與政府、企業(yè)三方的合作,為社區(qū)開展志愿服務(wù)提供資金與政策保障。
[Abstract]:Community voluntary service is a new thing produced in our country's urban society in the process of economic system reform and social transformation.With the development of social economy, the contents, goals and problems of community volunteer service are increasing, and its status in urban society and community development is increasingly prominent. It is urgent to strengthen the research of volunteer management in community service.The nature of community voluntary service determines that the management of community voluntary service is not only different from the management under the government system, but also different from the enterprise management.Although China's volunteer service management has already experienced the test of international activities such as the 2008 Olympic Games and the 2010 Shanghai World Expo, the theoretical and practical research on community volunteer service management is still just in its infancy.The research on community volunteer service management is of great practical significance.In this paper, the community committee of zebra pond in Yuelu district, Changsha, Hunan province is taken as the research object, and the community organizations, community managers and community volunteers are deeply studied by using the method of field dialogue and interview.Understand the community volunteer management structure, community volunteer management system and current service situation.Through the analysis of the interviews of community managers and volunteers, combined with the theoretical study of community volunteers, and draw lessons from foreign experience in the construction of volunteer organizations,This paper analyzes the existing problems and restrictive factors in the management of community volunteers in our country, and puts forward some feasible countermeasures and suggestions to improve the management of community volunteers.This paper holds that we should perfect the management of community volunteer service from the following aspects: standardizing the way of recruiting volunteers, strengthening the training and guidance of volunteers, establishing a feasible incentive mechanism for community volunteers;The financial management system of community service should be strictly enforced, and the cooperation between community, government and enterprise should be strengthened to provide fund and policy guarantee for community voluntary service.
