【摘要】：自然災害、事故災難等突發(fā)事件的頻繁發(fā)生,給人民群眾生命及財產安全帶來了巨大危害,對經濟發(fā)展造成了一定影響。對突發(fā)事件的有效應對需要一定的應急物資儲備,合理的儲備方式能夠在保障突發(fā)事件應對能力的基礎上,提高資源利用效率,降低應急物資儲備成本。但是,目前國內外學者對國家級的應急物資儲備模式及儲備量研究較多,對于像鄂爾多斯市這樣的中小城市的研究幾近空白,且集中在突發(fā)事件發(fā)生后物資的籌集與調配決策等問題上。 本文針對鄂爾多斯市應急物資儲備展開研究。首先對鄂爾多斯市應急物資儲備情況進行調研,并對調研所得的信息和數據進行整理分析,找出所存在的問題,通過對鄂爾多斯自然、社會環(huán)境以及鄂爾多斯市以往突發(fā)事件的分析,提出解決問題的途徑。主要從兩個方面改進,一是對應急物資進行分級,在分級過程中運用層次分析法對應急物資分級指標進行賦權,確定以時效性、重要性、稀缺性為依據的三維度應急物資分級模型。二是對現有的應急物資儲備方式進行整合,并將應急物資分級模型與應急物資儲備組合方式進行匹配。最后,對鄂爾多斯發(fā)生比較頻繁的自然災害提出適合的應急物資儲備方案并對主要的應急物資儲備模式建模。 應急物資儲備是關系人生命健康的大問題,在災難發(fā)生之前做好合理的應急物資儲備方案可以提高救災的有效性,保障人民財產的安全。立足鄂爾多斯市具體情況的研究可以為現階段研究較少的中小城市的應急物資儲備提供有益的借鑒。
[Abstract]:The frequent occurrence of natural disasters, accidents and other unexpected events has brought great harm to the safety of people's lives and property, and has had a certain impact on the economic development.The effective response to the emergency needs a certain amount of emergency material reserve. The reasonable reserve way can improve the efficiency of resource utilization and reduce the cost of emergency material reserve on the basis of ensuring the emergency response ability.However, at present, scholars at home and abroad have done a lot of research on the national emergency material reserve model and reserves, and the research on small and medium-sized cities such as Ordos is almost blank.And focus on the issue of material raising and allocation after the occurrence of emergencies and other issues.In this paper, the emergency materials reserve in Ordos City is studied.First of all, the emergency materials reserve in Ordos city is investigated, and the information and data obtained from the investigation are analyzed to find out the existing problems, through the natural Ordos,The social environment and the past emergencies in Ordos are analyzed, and the ways to solve the problems are put forward.It is mainly improved from two aspects. One is to grade emergency materials. In the process of classification, AHP is used to empower the classification index of emergency materials, to determine the timeliness and importance.A three-dimensional emergency material classification model based on scarcity.The second is to integrate the existing emergency material reserve mode and match the emergency material classification model with the emergency material reserve combination mode.Finally, the suitable emergency material reserve scheme is put forward for Ordos natural disasters, and the main emergency material reserve mode is modeled.Emergency material reserve is a major problem related to human life and health. A reasonable emergency material reserve plan before a disaster occurs can improve the effectiveness of disaster relief and ensure the safety of people's property.The research based on the specific situation of Ordos City can provide useful reference for the small and medium-sized cities which have less research on the emergency material reserve at the present stage.
