【摘要】：邊疆應(yīng)急管理關(guān)乎邊疆的安全穩(wěn)定,關(guān)乎邊民的安居樂業(yè),關(guān)乎邊疆治理的現(xiàn)代化,具有重大的戰(zhàn)略意涵。通過多案例的比較分析,驗(yàn)證了當(dāng)前我國邊疆應(yīng)急管理存在的復(fù)雜情境,繼而歸納出導(dǎo)致邊疆應(yīng)急管理復(fù)雜性的四重歸因,分別為認(rèn)知層面、府際層面、組織層面以及域外層面。為了有效化解復(fù)雜情境的困擾,邊疆應(yīng)急管理需樹立整體性治理思維,從健全預(yù)防預(yù)警機(jī)制、注重各方力量的協(xié)調(diào)整合、重視制度化建設(shè)、借助信息化手段、加強(qiáng)政府公共關(guān)系等方面來提升治理成效。
[Abstract]:Borderland emergency management is related to the security and stability of border areas, the peace and contentment of border people, the modernization of border governance, and has important strategic implications.Through the comparative analysis of many cases, it verifies the complex situation existing in the emergency management of border areas in our country at present, and then concludes the four attributions that lead to the complexity of emergency management in frontier areas, which are cognitive level and inter-governmental level, respectively.Organizational level and extraterritorial level.In order to resolve the complex situation effectively, the borderland emergency management needs to set up the whole management thought, from perfect the prevention and early warning mechanism, pay attention to the coordination and integration of all the forces, attach importance to the systematization construction, with the help of the means of information,Strengthen the government public relations and other aspects to improve governance effectiveness.
