【摘要】：黨的十八大報(bào)告明確提出要實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整。在競爭日益激烈和創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的背景下,各級政府加快建設(shè)產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系以創(chuàng)新驅(qū)動產(chǎn)業(yè)轉(zhuǎn)型升級。惠安縣以傳統(tǒng)產(chǎn)業(yè)為主,產(chǎn)業(yè)創(chuàng)新基礎(chǔ)薄弱,構(gòu)建產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系對依靠創(chuàng)新驅(qū)動惠安縣產(chǎn)業(yè)轉(zhuǎn)型升級具有重要意義�；诖�,本文以惠安縣為研究對象,以產(chǎn)業(yè)轉(zhuǎn)型升級和創(chuàng)新發(fā)展的基本規(guī)律等相關(guān)理論為指導(dǎo),采取比較研究和系統(tǒng)分析法,在把握創(chuàng)新和產(chǎn)業(yè)轉(zhuǎn)型升級關(guān)系的基礎(chǔ)上,界定產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系的概念,從理論上探討產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系的構(gòu)成與作用機(jī)理,重點(diǎn)深入分析惠安縣產(chǎn)業(yè)轉(zhuǎn)型升級對創(chuàng)新服務(wù)的需求以及惠安在產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系建設(shè)方面的現(xiàn)狀和存在問題,并結(jié)合昆山和晉江市的做法和經(jīng)驗(yàn)提出建設(shè)符合惠安產(chǎn)業(yè)發(fā)展需要的產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系的重點(diǎn)和完善對策建議。研究共分七個(gè)部分。第一章緒論,包括研究背景和意義、國內(nèi)外研究綜述及研究內(nèi)容、思路、方法和創(chuàng)新點(diǎn)；第二章相關(guān)概念與理論基礎(chǔ),界定產(chǎn)業(yè)創(chuàng)新與產(chǎn)業(yè)轉(zhuǎn)型升級的含義以及產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系的含義,分析產(chǎn)業(yè)轉(zhuǎn)型升級和創(chuàng)新三螺旋理論；第三章分析產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系的構(gòu)成與作用機(jī)理；第四章把握惠安縣產(chǎn)業(yè)轉(zhuǎn)型升級對創(chuàng)新公共服務(wù)的需求及惠安縣產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系建設(shè)的現(xiàn)狀和存在問題；第五章通過分析江蘇省昆山市和福建省晉江市的做法經(jīng)驗(yàn),總結(jié)其對惠安縣產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系建設(shè)的啟示；第六章提出惠安縣構(gòu)建產(chǎn)業(yè)創(chuàng)新公共服務(wù)體系的建設(shè)定位、重點(diǎn)和完善對策建議；第七章為結(jié)論與展望。通過以上研究,本文認(rèn)為創(chuàng)新是推動產(chǎn)業(yè)轉(zhuǎn)型升級的根本途徑,但創(chuàng)新是復(fù)雜的系統(tǒng)工程,需要政府建立和完善創(chuàng)新公共服務(wù)體系以更好的服務(wù)創(chuàng)新。針對惠安產(chǎn)業(yè)對創(chuàng)新公共服務(wù)的需求,構(gòu)建符合惠安實(shí)際發(fā)展需要的創(chuàng)新公共服務(wù)體系,就是在一定的創(chuàng)新服務(wù)環(huán)境下,創(chuàng)新服務(wù)主體在創(chuàng)新服務(wù)機(jī)制的作用下,對創(chuàng)新服務(wù)要素進(jìn)行優(yōu)化組合配置的一個(gè)流程。為更好的推進(jìn)體系的運(yùn)行,還需要惠安政府從加強(qiáng)企業(yè)創(chuàng)新主體地位、加快科技體制機(jī)制改革、推進(jìn)產(chǎn)學(xué)研創(chuàng)新合作、加大創(chuàng)新人才引進(jìn)與培育力度四個(gè)方面進(jìn)一步完善該體系。從而使創(chuàng)新活動滿足產(chǎn)業(yè)轉(zhuǎn)型的技術(shù)需求,實(shí)現(xiàn)創(chuàng)新推動產(chǎn)業(yè)轉(zhuǎn)型升級。
[Abstract]:The report of the 18th National Congress of the Party clearly proposes to implement the strategy of innovation-driven development and to promote the strategic adjustment of the economic structure.Under the background of increasingly fierce competition and innovation-driven development strategy, governments at all levels speed up the construction of industrial innovation public service system to promote the industrial transformation and upgrading.Huian County is dominated by traditional industries and the foundation of industrial innovation is weak. It is of great significance to build a public service system of industrial innovation to drive the industrial transformation and upgrading of Huian County by innovation.Based on this, this paper takes Huian County as the research object, taking the relevant theories of industrial transformation and upgrading and innovation and development as the guidance, adopting comparative research and system analysis, on the basis of grasping the relationship between innovation and industrial transformation and upgrading.Defining the concept of the public service system of industrial innovation, discussing theoretically the composition and mechanism of the public service system of industrial innovation.Focusing on the in-depth analysis of Huian County's industrial transformation and upgrading of the demand for innovative services, as well as Huian in the industrial innovation of public service system construction status and existing problems,Combined with the practice and experience of Kunshan and Jinjiang, this paper puts forward the emphases and suggestions on the innovation of the public service system in accordance with the needs of Huian industry development.The research is divided into seven parts.The first chapter is introduction, including the research background and significance, domestic and foreign research review and research content, ideas, methods and innovations; chapter II related concepts and theoretical basis,Defining the meaning of industrial innovation and industrial transformation and upgrading, and the meaning of industrial innovation public service system, analyzing the theory of industrial transformation and upgrading and innovation triple helix, the third chapter analyzes the composition and mechanism of industrial innovation public service system.The fourth chapter is to grasp the demand for innovative public service in Huian County's industrial transformation and upgrading, and the present situation and existing problems of the construction of Huian County's industrial innovation public service system. Chapter five analyzes the practice experience of Kunshan City of Jiangsu Province and Jinjiang City of Fujian Province.It summarizes its inspiration to the construction of Huian County industrial innovation public service system; the sixth chapter puts forward the construction orientation of Huian county industrial innovation public service system, the key points and the suggestions to improve the public service system; the seventh chapter is the conclusion and prospect.Through the above research, this paper holds that innovation is the fundamental way to promote the industrial transformation and upgrading, but innovation is a complex system engineering, which requires the government to establish and perfect the innovative public service system in order to better service innovation.In view of the demand of Huian industry for innovative public service, the construction of innovative public service system in accordance with the actual development needs of Huian is that, under a certain innovative service environment, the main body of innovative service is under the role of innovative service mechanism.A process for optimizing composition and configuration of innovative service elements.Thus, innovation activities can meet the technological needs of industrial transformation and promote industrial transformation and upgrading.
