彈性管理在天津市和平區(qū)公務(wù)員管理中的應(yīng)用研究

【摘要】:進(jìn)入新世紀(jì)以來,天津市的城市規(guī)劃發(fā)展迅速,經(jīng)濟(jì)社會(huì)態(tài)勢良好,毗鄰首都北京,新形勢、新發(fā)展對(duì)和平區(qū)公務(wù)員的管理提出了新要求。因此,符合和平區(qū)發(fā)展定位的公務(wù)員彈性化管理成為值得深入研究的的重要課題。全球經(jīng)濟(jì)一體化的加速,使彈性管理理論首先運(yùn)用到企業(yè)經(jīng)濟(jì)中,它本身靈活性與原則性的統(tǒng)一,促使企業(yè)中出現(xiàn)了很多新型管理模式。但是,對(duì)于彈性管理在政府部門公務(wù)員隊(duì)伍當(dāng)中的研究,還有很大留白。為了解決實(shí)際問題,筆者綜合運(yùn)用新公共管理學(xué)、行政學(xué)、彈性管理等理論,沿著“研究現(xiàn)狀、發(fā)現(xiàn)問題、分析原因、提出對(duì)策”的邏輯思路,遵循“理論指導(dǎo)實(shí)踐、實(shí)踐檢驗(yàn)并發(fā)展理論”的原則,對(duì)天津市和平區(qū)公務(wù)員管理工作進(jìn)行了深入思考。本文首先對(duì)彈性管理的概念做出界定與闡釋,學(xué)習(xí)了西方國家公務(wù)員彈性管理的經(jīng)驗(yàn),奠定研究的理論基礎(chǔ)。其次,簡介和平區(qū)的基本概況,分析公務(wù)員的管理現(xiàn)狀,針對(duì)彈性選拔制度不靈活、彈性培育機(jī)制不健全、彈性人員通道不流暢、彈性績效考核不完善、彈性激勵(lì)機(jī)制不科學(xué)的問題,診斷問題出現(xiàn)的原因,緊密結(jié)合區(qū)情實(shí)際,通過建立人崗匹配、形式多樣的彈性選任程序,構(gòu)造全面細(xì)致、隨時(shí)隨地的彈性培訓(xùn)體系,設(shè)置輪崗轉(zhuǎn)換、適應(yīng)需求的彈性交流通道,創(chuàng)建科學(xué)準(zhǔn)確、靈活規(guī)范的彈性考核方法,塑造實(shí)施有效、因地制宜的彈性激勵(lì)機(jī)制,提出完善天津市和平區(qū)公務(wù)員彈性管理的對(duì)策。
[Abstract]:Since entering the new century, Tianjin's urban planning has developed rapidly, the economic and social situation is good, adjacent to the capital, Beijing, the new situation, new development has put forward new requirements for the management of civil servants in Heping District.Therefore, the flexible management of civil servants in accordance with the development orientation of the peace zone has become an important subject worthy of further study.With the acceleration of global economic integration, the flexible management theory is first applied to the enterprise economy, and the unity of flexibility and principle in itself leads to the emergence of a lot of new management models in the enterprise.However, there is still much room for flexible management in the civil service of government departments.In order to solve the practical problems, the author synthetically applies the theories of New Public Management, Administration, flexible Management and so on, along with the logical thinking of "the present situation of research, finding problems, analyzing the reasons, putting forward countermeasures", and follows the theory to guide the practice.Based on the principle of practical test and development of theory, the management of civil servants in Heping District of Tianjin is deeply considered.This paper first defines and interprets the concept of flexible management, studies the experience of flexible management of civil servants in western countries, and lays a theoretical foundation for the research.Secondly, brief introduction of the basic situation of the peace zone, analysis of the current management of civil servants, flexible selection system is not flexible, flexible cultivation mechanism is not perfect, flexible personnel channel is not smooth, flexible performance evaluation is not perfect,The unscientific problem of elastic incentive mechanism, the reason for diagnosing the problem, closely combined with the reality of district situation, through the establishment of human post matching, flexible selection procedures in various forms, the construction of a comprehensive and meticulous flexible training system at anytime and anywhere.Set up flexible communication channels to meet the needs, create scientific, accurate, flexible and standardized flexible assessment methods, and shape the flexible incentive mechanism that is effective and appropriate to local conditions,The countermeasures to improve the flexible management of civil servants in Heping District of Tianjin City are put forward.
