【摘要】：在厘清知識協(xié)同理論、跨區(qū)域應(yīng)急協(xié)作體系概念和內(nèi)涵基礎(chǔ)上,從知識協(xié)同視角分析了當(dāng)前我國跨區(qū)域應(yīng)急協(xié)作中存在的突出問題,提出了基于知識協(xié)同的跨區(qū)域應(yīng)急協(xié)作體系框架,分析了其主要構(gòu)成要素和運作機理。跨區(qū)域應(yīng)急協(xié)作是不同地區(qū)應(yīng)急主體間的知識協(xié)同過程,基于知識協(xié)同的跨區(qū)域應(yīng)急協(xié)作體系主要包括:跨區(qū)域應(yīng)急知識協(xié)同網(wǎng)、知識協(xié)同平臺和保障機制,應(yīng)急協(xié)同網(wǎng)是實現(xiàn)跨區(qū)域應(yīng)急知識協(xié)同的組織形式,知識協(xié)同平臺提供技術(shù)支撐,保障機制是保證體系建立和實施的"軟"環(huán)境。
[Abstract]:To clarify the Knowledge Synergy theory, the concept of cross regional emergency coordination system and based on the connotation of knowledge, from the perspective of collaborative analysis of the outstanding problems of China's inter regional emergency coordination in the proposed cross regional emergency coordination framework of knowledge collaboration based on the analysis of the main elements and the operation mechanism of cross regional emergency coordination. Is a collaborative process between subjects in different areas of emergency knowledge, knowledge collaborative cross regional emergency coordination system mainly includes: Based on cross regional collaborative emergency knowledge collaboration platform and guarantee mechanism of knowledge, emergency coordination network is the realization of cross regional emergency collaborative knowledge organization, knowledge collaboration platform to provide technical support and guarantee mechanism is the guarantee system and the implementation of the "soft" environment.
