【摘要】：通過對(duì)已有研究以及國內(nèi)外電子政務(wù)建設(shè)實(shí)踐中典型案例的比較分析,從國家與區(qū)域?qū)用�、行業(yè)層面、組織層面等三個(gè)層次上分析并總結(jié)了影響電子政務(wù)PPP模式應(yīng)用的關(guān)鍵性因素。在國家與區(qū)域?qū)用?包括政府職能轉(zhuǎn)變與制度建設(shè)、基礎(chǔ)設(shè)施投資方向與力度、政府治理理念變革、科學(xué)技術(shù)水平的進(jìn)步等方面;在行業(yè)層面,包括電子政務(wù)發(fā)展規(guī)劃、規(guī)范建設(shè)與風(fēng)險(xiǎn)控制、績(jī)效評(píng)估制度與執(zhí)行水平等方面;在組織層面,包括政府部門的領(lǐng)導(dǎo)、協(xié)調(diào)與管理能力、供應(yīng)商資金與技術(shù)能力、公私雙方互動(dòng)程度等�；谝陨嫌绊懸蛩�,提出轉(zhuǎn)變政府職能和治理觀念、完善電子政務(wù)PPP模式制度建設(shè)、提高行業(yè)管理水平、加強(qiáng)政府部門工作人員項(xiàng)目管理和技能培訓(xùn)等方面的對(duì)策建議。
[Abstract]:Through the comparative analysis of the existing research and the typical cases in the practice of E-government construction at home and abroad, from the national and regional levels, the industry level, This paper analyzes and summarizes the key factors that affect the application of PPP mode in E-government at the organizational level. At the national and regional levels, it includes the transformation of government functions and institutional construction, the direction and intensity of infrastructure investment. At the industry level, including e-government development planning, standardized construction and risk control, performance evaluation system and implementation level, etc. It includes the leadership, coordination and management ability of government departments, supplier capital and technical ability, the degree of interaction between public and private parties, etc. Based on the above factors, this paper proposes to change the concept of government functions and governance, and to perfect the construction of e-government PPP model system. Improve the level of industry management, strengthen government staff project management and skills training and other aspects of countermeasures.
