【摘要】：政策失效是地方政府政策執(zhí)行過程中的常見問題。政策注意力作為一種稀缺性資源,是政策主體的精神活動在公共政策上的集中程度。政策注意力不足是地方政府政策執(zhí)行失效的重要原因。通過提高政策活動主體對政策的關(guān)注程度來減少政策失效,實際上是對政策注意力進行爭奪。從政策執(zhí)行機構(gòu)、執(zhí)行人員和目標群體的角度提出政策注意力爭奪的方法,為政策執(zhí)行掃除障礙,從而提高地方政府公共政策執(zhí)行能力。
[Abstract]:Policy failure is a common problem in the process of local government policy implementation. Policy attention as a scarce resource, It is the degree of concentration of the spiritual activities of the policy subject in public policy. The insufficient attention of the policy is the important reason for the failure of the policy implementation of the local government. To reduce the policy failure, the policy failure is reduced by increasing the attention of the policy subject to the policy. From the perspective of policy enforcement agencies, practitioners and target groups, this paper puts forward a method of policy attention contention, which removes obstacles to policy implementation and improves the ability of local governments to implement public policies.
