【摘要】：根據(jù)國務(wù)院公布的《“十三五”推進(jìn)基本公共服務(wù)均等化規(guī)劃》,主要目標(biāo)是,到2020年,基本公共服務(wù)體系更加完善,體制機(jī)制更加健全,在學(xué)有所教、勞有所得、病有所治、老有所養(yǎng)、住有所居等方面持續(xù)取得新進(jìn)展,基本公共服務(wù)均等化總體實(shí)現(xiàn)。在《國務(wù)院關(guān)于依托黃金水道推動(dòng)長(zhǎng)江經(jīng)濟(jì)帶發(fā)展的指導(dǎo)意見》中也強(qiáng)調(diào)要加大有關(guān)政策在轉(zhuǎn)移接社會(huì)保險(xiǎn)關(guān)系方面的落實(shí)力度,例如基本養(yǎng)老保險(xiǎn)、基本醫(yī)療保險(xiǎn)等。然而,基本公共服務(wù)水平在長(zhǎng)江經(jīng)濟(jì)帶各省(市)之間的差距,會(huì)因各地的公共財(cái)政狀況、有關(guān)制度設(shè)計(jì)和所處地理環(huán)境等方面的差異而有所不同。因此,明晰區(qū)域間基本公共服務(wù)差距以及變化趨勢(shì)等問題,分析區(qū)域公共服務(wù)水平對(duì)經(jīng)濟(jì)增長(zhǎng)的影響,從而為長(zhǎng)江經(jīng)濟(jì)帶的各省(市)提升基本公共服務(wù)水平、縮小省(市)間基本公共服務(wù)的差距,進(jìn)而為實(shí)現(xiàn)基本公共服務(wù)均等化提供重要借鑒�！秶窠�(jīng)濟(jì)與社會(huì)發(fā)展十二五規(guī)劃綱要》,從9個(gè)方面提出了基本公共服務(wù)的范圍和重點(diǎn),包括義務(wù)教育、就業(yè)服務(wù)、社會(huì)保障、公共醫(yī)療衛(wèi)生、人口計(jì)生、住房保障、公共文化、基礎(chǔ)設(shè)施、環(huán)境保護(hù)。為了探究公共服務(wù)對(duì)經(jīng)濟(jì)增長(zhǎng)的影響關(guān)系,本文主要從基礎(chǔ)教育、醫(yī)療衛(wèi)生、社會(huì)保障、公共文化、環(huán)境保護(hù)、基礎(chǔ)設(shè)施七個(gè)方面來研究分析長(zhǎng)江經(jīng)濟(jì)帶的基本公共服務(wù)水平,進(jìn)而對(duì)經(jīng)濟(jì)增長(zhǎng)的影響進(jìn)行實(shí)證分析。本文通過理論分析、實(shí)證分析和對(duì)策分析等方法對(duì)長(zhǎng)江經(jīng)濟(jì)帶基本公共服務(wù)水平與對(duì)經(jīng)濟(jì)增長(zhǎng)的影響關(guān)系進(jìn)行了研究。通過綜合評(píng)價(jià)法測(cè)算了長(zhǎng)江經(jīng)濟(jì)帶各省(市)基本公共服務(wù)水平,得出2008-2015年長(zhǎng)江經(jīng)濟(jì)帶各省市的基本公共服務(wù)水平總體不算太高,區(qū)域間差距也較大,總體來說都呈上升趨勢(shì)。以東、中、西部劃分,則東部排名最高,西部最低。然后通過回歸分析,得出基本公共服務(wù)水平對(duì)經(jīng)濟(jì)增長(zhǎng)具有積極的正向促進(jìn)作用,最后根據(jù)所得結(jié)論提出相應(yīng)對(duì)策建議。
[Abstract]:According to the "Thirteenth Five-Year Plan for promoting Equalization of basic Public Services" promulgated by the State Council, the main objectives are: by 2020, the basic public service system will be more perfect, the system and mechanism will be more sound, there will be teaching in school, work and income will be earned, and diseases will be cured. Continued new progress has been made in the areas of a sense of security for the elderly, housing, and so on. The overall realization of equalization of basic public services. In the State Council's guiding opinion on relying on the Golden Waterway to promote the Development of the Yangtze River Economic Belt, it was also stressed that the implementation of relevant policies in the transfer of social insurance relations should be strengthened. For example, basic old-age insurance, basic medical insurance, and so on. However, the gap in the level of basic public services between the provinces (cities) in the Yangtze economic belt will be due to the public financial situation in various places. The differences in system design and geographical environment are different. Therefore, it is necessary to clarify the gap of basic public services between regions and the trend of change, and to analyze the influence of the level of regional public services on economic growth. In order to upgrade the level of basic public services for the provinces (cities) of the Yangtze River Economic Belt, and to narrow the gap between the provinces (cities) in basic public services, The outline of the 12th Five-Year Plan for National Economic and Social Development puts forward the scope and key points of basic public services from nine aspects, including compulsory education, employment services, and social security. Public health, population planning, housing security, public culture, infrastructure, environmental protection. In order to explore the impact of public services on economic growth, this paper mainly from basic education, health care, social security, public culture, Environmental protection, infrastructure to study and analyze the basic level of public services in the Yangtze economic belt, and then the impact of economic growth empirical analysis. This paper studies the relationship between the basic public service level and the economic growth of the Yangtze River Economic Belt by means of empirical analysis and countermeasure analysis, and calculates the basic public service level of the provinces (cities) in the Yangtze Economic Belt by the comprehensive evaluation method. It is concluded that the level of basic public services in the provinces and municipalities of the Yangtze River Economic Belt from 2008 to 2015 is not too high in general, and the gap between regions is also large. Generally speaking, the level of basic public services in the provinces and municipalities of the Yangtze River Economic Belt is on the rise. By regression analysis, the author draws a conclusion that the level of basic public service has a positive positive effect on economic growth, and finally puts forward corresponding countermeasures and suggestions according to the conclusions.
