【摘要】：我國(guó)正處于“經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型”時(shí)期，公共危機(jī)事件頻發(fā)，影響廣泛，危害程度大。雖然政府在公共危機(jī)管理中占主導(dǎo)地位，但非政府組織的作用日益凸顯。如何充分發(fā)揮公共危機(jī)管理中非政府組織的作用,成為我國(guó)公共危機(jī)管理中亟待解決的問(wèn)題。 市場(chǎng)失靈、政府失靈、公民社會(huì)理論、治理理論和多中心治理理論成為非政府組織參與公共危機(jī)的理論基礎(chǔ)。非政府組織在公共危機(jī)管理中具有危機(jī)預(yù)警和宣傳功能、社會(huì)動(dòng)員和資源監(jiān)督功能、穩(wěn)定社會(huì)心理功能和關(guān)注弱勢(shì)群體的功能。并且與政府相比，非政府組織更靈活，更及時(shí)，也更專業(yè)。但是，因?yàn)槲覈?guó)非政府組織在參加公共危機(jī)管理時(shí)面臨著缺少法律法規(guī)的保障，傳統(tǒng)登記管理模式的阻礙，資源籌集能力弱等問(wèn)題，，非政府組織在參與雅安地震救助中與政府合作不密切，公信力不高，表明非政府組織參與公共危機(jī)管理雖有進(jìn)步但是仍存在不足。因此應(yīng)首先要完善非政府組織自身能力。其次，要理順?lè)钦M織與政府間的權(quán)責(zé)授予關(guān)系，完善法律體系，明確公共危機(jī)治理邊界，建立完善的評(píng)估監(jiān)督管理機(jī)制。再次，建立健全危機(jī)管理中政府和非政府組織的協(xié)同治理機(jī)制。在預(yù)測(cè)預(yù)警階段構(gòu)建公共危機(jī)信息共享系統(tǒng)；在處置階段構(gòu)建聯(lián)動(dòng)反應(yīng)機(jī)制和互動(dòng)應(yīng)對(duì)機(jī)制；在善后階段構(gòu)建善后修復(fù)與回應(yīng)反饋機(jī)制。
[Abstract]:Our country is in the period of "economic transition, social transition", public crisis events occur frequently, influence is extensive, harm degree is great. Although the government plays a leading role in the public crisis management, However, the role of non-governmental organizations is becoming increasingly prominent. How to give full play to the role of non-governmental organizations in public crisis management has become an urgent problem in our country's public crisis management. Market failure, government failure, civil society theory, governance theory and multi-center governance theory become the theoretical basis for NGOs to participate in public crisis. Social mobilization and resource monitoring functions, stabilizing psychosocial functions and focusing on vulnerable groups. And NGOs are more flexible, more timely and more professional than governments. Because of the lack of protection of laws and regulations, the hindrance of the traditional registration management mode, the weak ability of resource raising and so on, the non-governmental organizations in our country are facing the problems of participating in the public crisis management. Non-governmental organizations have not cooperated closely with the government in participating in the Ya'an earthquake relief, and their credibility is not high. It shows that non-governmental organizations have made progress in the management of public crisis, but there are still some shortcomings. Therefore, it is necessary to improve the ability of non-governmental organizations first. Secondly, we should straighten out the relationship between NGOs and governments in the granting of power and responsibility, and improve the legal system. Define the boundaries of public crisis governance, establish a sound evaluation supervision and management mechanism. Thirdly, establish and improve the crisis management of the government and non-governmental organizations coordinated governance mechanism, in the stage of forecasting and early warning to build a public crisis information sharing system; In the stage of disposal, the mechanism of linkage reaction and interactive response is constructed, and the mechanism of rehabilitation and response feedback is constructed in the stage of rehabilitation.
