【摘要】：近年來(lái),我國(guó)公務(wù)員行政倫理失現(xiàn)象層出不窮,許多公務(wù)員在日常行政行為選擇過(guò)程中經(jīng)常陷入倫理困境,其中重要原因是由于我國(guó)公務(wù)員工行政倫理建設(shè)滯后。十八大以來(lái),我國(guó)腐敗案件一起又一起的被查處,公務(wù)員行政倫理問題引起了社會(huì)各界的關(guān)注。我國(guó)學(xué)術(shù)界對(duì)行政倫理問題的研究起始于二十世紀(jì)八十年代,學(xué)界對(duì)行政倫理各方面的研究都取得了顯著的成績(jī)。但就公務(wù)員行政倫理建設(shè)而言,學(xué)界對(duì)公務(wù)員行政倫理建設(shè)問題的研究還不夠透徹,尚待進(jìn)一步研究。公務(wù)員作為國(guó)家的行政主體,其倫理水平或者其道德境界的高度代表著整個(gè)社會(huì)倫理水平或道德境界的水平。因此,加強(qiáng)公務(wù)員行政倫理建設(shè)具有重要意義�；诖�,本文在廣泛搜集文獻(xiàn),對(duì)大量相關(guān)資料進(jìn)行整理和歸納的基礎(chǔ)上,以L縣為個(gè)案,開展對(duì)公務(wù)員行政倫理建設(shè)問題的調(diào)查與研究。筆者首先以調(diào)研的方式摸清L縣公務(wù)員行政倫理建設(shè)的現(xiàn)狀,總結(jié)其存在的問題；其次在相關(guān)基礎(chǔ)理論的指導(dǎo)下,深入分析了L縣公務(wù)員行政倫理建設(shè)面臨問題的原因；最后借鑒國(guó)外行政倫理建設(shè)的經(jīng)驗(yàn),針對(duì)問題及其原因提出了相應(yīng)的解決方案。本文首先界定了公務(wù)員行政倫理的相關(guān)概念以及公務(wù)員行政倫理建設(shè)的價(jià)值取向與相關(guān)原則,闡釋了人性假設(shè)理論、責(zé)任理論、角色理論等相關(guān)理論；其次,總結(jié)了目前L縣行政倫理建設(shè)的現(xiàn)狀,包括服務(wù)態(tài)度、行政效率、行政責(zé)任、廉潔行政等層面的建設(shè)現(xiàn)狀；再次,分析了L縣行政倫理建設(shè)面臨的問題,包括：公務(wù)員缺少正確的行政倫理認(rèn)知、價(jià)值觀扭曲、面臨多維行政倫理困境、行政行為失范,并在此基礎(chǔ)上分析了其產(chǎn)生的原因。接著,介紹了美國(guó)與新加坡行政倫理建設(shè)的成功經(jīng)驗(yàn),并指出了這些成功經(jīng)驗(yàn)對(duì)于我國(guó)公務(wù)員行政倫理建設(shè)的啟示。如：成立專門的行政倫理管理機(jī)構(gòu)、高薪養(yǎng)廉、完善行政倫理監(jiān)督機(jī)制、強(qiáng)化公務(wù)員行政倫理教育、立法使公務(wù)員行政倫理走向法制化軌道。最后,從公務(wù)員行政倫理建設(shè)的內(nèi)在保障與外在保障兩個(gè)方面提出公務(wù)員行政倫理建設(shè)的具體對(duì)策,具體包括公務(wù)員行政倫理人格的塑造、公務(wù)員行政倫理的教育與培訓(xùn)、行政倫理法制化建設(shè)、行政倫理監(jiān)督機(jī)制以及公務(wù)員考核激勵(lì)機(jī)制的完善。
[Abstract]:In recent years, the civil service administrative ethics of our country lost many civil servants in everyday phenomena emerge in an endless stream, the choice of administrative behavior often fall into the ethical dilemma in the process, the most important reason is because of the lag of our administrative ethics construction of civil servants. Since eighteen, corruption cases in China and together with the investigation, the problem of administrative ethics of civil servants has aroused attention. Our academic research on administrative ethics problems began in 1980s, the academic research on various aspects of administrative ethics have made significant achievements. But the civil service administrative ethics construction, to study the problems of administrative ethics construction of civil servant in academia is not enough, still needs further research. The civil service as an administrative body the country, the level of ethics or the moral realm highly represents the entire social ethics level or moral realm level. Because of this, It is of great significance to strengthen the administrative ethics construction of civil servant. Based on this, this paper based on extensive collection of literature, collation and induction of a large number of relevant data, taking L County as a case, to carry out the investigation and Research on the problems of administrative ethics construction of civil servant. The author uses the research methods to find out the status quo of L county civil service administrative ethics construction. Summarized the existing problems; secondly in related infrastructure under the guidance of the theory, in-depth analysis of the causes of L county administrative ethics construction of civil servant problems; finally learn from foreign experiences about the construction of administrative ethics, aiming at the problems and the reasons put forward the corresponding solutions. This paper defines the related concepts of civil servant administration ethics and value orientation of civil servants ethical construction and relevant principles, explains the theory of humanity hypothesis responsibility theory, role theory and other related theories; secondly, the general purpose The status of L county administrative ethics construction, including service attitude, administrative efficiency, administrative responsibility, the present situation of the construction of honest administrative level; again, analyzes the construction of administrative ethics in L County, including: the lack of the correct cognition of administrative ethics of civil servants, distorted values, facing multi-dimensional administrative ethical dilemmas of Administrative Behavior Anomie and, on the basis of the analysis of its causes. Then, it introduces the successful experience of the United States and Singapore administrative ethics construction, and points out the successful experience for the construction of administrative ethics of civil servants in our country the enlightenment. Such as: the establishment of administrative ethics management institutions, special high salary, perfect the supervision system of administrative ethics, strengthen the civil service administration ethical education, legislation to make the administrative ethics of civil servants legalized. Finally, put forward the public from two aspects of internal security and external security administrative ethics construction of civil servant The specific countermeasures for the construction of staff administrative ethics include the shaping of administrative ethics personality of civil servants, the education and training of administrative ethics of civil servants, the construction of administrative ethics, the supervision mechanism of administrative ethics, and the improvement of civil servants' assessment and incentive mechanism.
