【摘要】：改革開放發(fā)展到今天已逾四十年,這幾十年間我國經(jīng)濟和社會建設成果顯著,社會生產(chǎn)水平和生產(chǎn)能力不斷提高,社會財富迅速積累,社會公眾生活水平也得到顯著的改善。但與此同時,安全生產(chǎn)事故不時爆發(fā),在科技水平日益發(fā)展的今天,安全生產(chǎn)事故尤其是重大安全生產(chǎn)事故的破壞性也日益加大,給社會公眾的生命財產(chǎn)安全帶來了難以估量的損失,也給政府社會治理帶來了諸多問題和隱患。經(jīng)濟發(fā)展任何時候都不能建立在以人的生命為代價的基礎(chǔ)上。如何將“安全生產(chǎn)”落到實處關(guān)系著我國當前社會改革、發(fā)展和穩(wěn)定的大局,安全生產(chǎn)工作也成為中央和地方各級政府行使社會管理職能時必須注重的工作。本論文圍繞山東省利津縣政府安全生產(chǎn)管理問題研究這一主線,結(jié)合該縣于2015年8月31日發(fā)生的化工廠爆炸事故后的整改處置情況,從安全生產(chǎn)相關(guān)理論基礎(chǔ)著手,對利津縣安全生產(chǎn)管理的現(xiàn)實情況和問題進行了探討分析;同時從安全生產(chǎn)日常管理和應急管理兩個層面總結(jié)了國外安全生產(chǎn)管理先進經(jīng)驗,以提升政府安全管理的獨立性和有效性,從而提升企業(yè)安全生產(chǎn)管理水平和搞好社會安全生產(chǎn)環(huán)境建設為重點提出了解決當前利津縣政府安全生產(chǎn)管理問題的對策建議,以求能夠?qū)μ嵘F(xiàn)階段利津縣政府安全生產(chǎn)管理水平提供一些參考。
[Abstract]:More than 40 years have passed since the reform and opening up to the outside world. During the past few decades, China's economic and social construction has achieved remarkable results, the level of social production and production capacity have been continuously improved, and social wealth has been rapidly accumulated. The standard of living of the public has also been significantly improved. But at the same time, accidents in production safety occur from time to time. Today, with the development of science and technology, accidents in production safety, especially major accidents in production, are increasingly destructive. It has brought incalculable losses to the safety of life and property of the public. It has also brought many problems and hidden dangers to the government's social government.Economic development cannot be built on the basis of human life at any time. How to carry out "safe production" is related to the current social reform in our country. The development and stability of the overall situation, the work of production safety has become the central and local governments at all levels of social management functions must be paid attention to. According to the situation of rectification and disposal after the explosion accident in the chemical plant in August 31st 2015, this paper discusses and analyzes the reality and problems of production safety management in Lijin County from the basis of safety production theory. At the same time, from the aspects of daily safety management and emergency management, the advanced experience of foreign safety production management is summarized, in order to enhance the independence and effectiveness of government safety management. In order to improve the management level of production safety in enterprises and improve the construction of social safety production environment, the countermeasures and suggestions to solve the problems of safety production management in Lijin county government are put forward. In order to improve the present level of Lijin county government safety production management level to provide some reference.
