【摘要】：當(dāng)代中國官場存在一種突出的逆淘汰現(xiàn)象,不僅致使德才兼?zhèn)湔咴獾嚼溆觥⑴艛D、打擊和壓制,更迫使"新官""清官"為保生存或晉升而屈從潛規(guī)則,造成"劣官驅(qū)逐良官"的惡性官場生態(tài)�？茖邮ъ`是官場逆淘汰釀造發(fā)生的組織基礎(chǔ)與制度邏輯,它主要表現(xiàn)為支撐選人用人科學(xué)化的四大關(guān)鍵機(jī)制發(fā)生系統(tǒng)性障礙,即"命令機(jī)制不統(tǒng)""評價(jià)機(jī)制不實(shí)""激勵(lì)機(jī)制不正"和"監(jiān)督問責(zé)機(jī)制不強(qiáng)"。"關(guān)系"從積極、消極兩個(gè)面向內(nèi)嵌于中國社會的精神世界,并強(qiáng)勢介入到科層制的選人、用人過程中。作為中介機(jī)制,"關(guān)系"裹挾釀造了機(jī)制異變,引發(fā)科層失靈,進(jìn)而導(dǎo)致逆淘汰現(xiàn)象頻發(fā)。在中國的黨政體系之下,治理官場是中國共產(chǎn)黨的獨(dú)特使命,執(zhí)政黨可以通過巧妙運(yùn)用政治手段和積極領(lǐng)導(dǎo)法治建設(shè)來規(guī)制關(guān)系主義,努力重建官場秩序。
[Abstract]:There is a prominent phenomenon of anti-elimination in the contemporary Chinese officialdom, which not only causes the meritorious and talented people to be treated in the cold, crowded out, combats and suppresses, but also forces the "new officials" and "clean officials" to submit to the latent rules in order to ensure their survival or promotion. It is the organizational basis and institutional logic of the reverse elimination of the civil service to deport the bad officials from the good officials. It is mainly manifested in the systematic obstacles of the four key mechanisms that support the scientific selection and employment of the officers and personnel, and the failure of the branch layer is the organizational basis and institutional logic for the occurrence of the adverse brewing of the officialdom. That is, "the command mechanism is not unified," "the evaluation mechanism is not true", "the incentive mechanism is not correct" and "the supervision and accountability mechanism is not strong". In the process of employing people. As an intermediary mechanism, the "relationship" has brewed the different mechanism, which leads to the failure of the branch of science, which leads to the frequent phenomenon of counterelimination. Under the party and government system of China, it is the unique mission of the Communist Party of China to govern the officialdom. The ruling party can regulate relativism by skillfully using political means and actively leading the construction of the rule of law, and try to rebuild the order of officialdom.
