【摘要】：政府績(jī)效作為當(dāng)代管理理論中的重要課題,會(huì)隨著社會(huì)經(jīng)濟(jì)、政治的動(dòng)態(tài)變化產(chǎn)生新的狀態(tài),以我國(guó)的政府績(jī)效管理來(lái)說(shuō),從上個(gè)世紀(jì)開(kāi)始就有相關(guān)學(xué)者進(jìn)行了國(guó)外經(jīng)驗(yàn)的總結(jié),但是這種經(jīng)驗(yàn)并不適合我國(guó)國(guó)情。進(jìn)入新世紀(jì)以后,越來(lái)越多的學(xué)者和研究員投入到對(duì)政府績(jī)效的理論研究與實(shí)踐中,很多學(xué)術(shù)著作也正是在此時(shí)形成的。從時(shí)間上來(lái)看,我國(guó)政府績(jī)效管理處于研究起步的階段,很多理論知識(shí)和研究方法都需要學(xué)習(xí)國(guó)際先進(jìn)知識(shí),這樣不僅可以節(jié)約大量的研究時(shí)間,更能夠推動(dòng)我國(guó)的政府績(jī)效管理走上與國(guó)際接軌的道路。在最近十年的理論研究中,我國(guó)的政府績(jī)效管理已經(jīng)取得了相當(dāng)豐碩的成果,但是該領(lǐng)域的研究并非一成不變,很多知識(shí)結(jié)構(gòu)和框架都帶有動(dòng)態(tài)性,必須隨時(shí)更新保持理論的新鮮度,這就要求我國(guó)的政府績(jī)效管理相關(guān)的學(xué)者,要從發(fā)展的眼光來(lái)看待相關(guān)問(wèn)題。本文根據(jù)蕪湖市政府績(jī)效管理體系的建立為研究對(duì)象,積極尋找存在于實(shí)際管理工作中的不足之處,嘗試性地用理論來(lái)進(jìn)行矛盾的消解,希望能夠給未來(lái)政府績(jī)效管理的改革作出應(yīng)有的貢獻(xiàn)。
[Abstract]:Government performance, as an important subject in contemporary management theory, will bring about a new state with the dynamic changes of social economy and politics. Take the government performance management of our country as an example. Since the beginning of the last century, some scholars have summed up the experience of foreign countries, but this kind of experience is not suitable for the national conditions of our country. After entering the new century, more and more scholars and researchers have invested in the theoretical research and practice of government performance. Many academic works were also formed at this time. From the point of view of time, our government performance management is in the initial stage of research. Many theoretical knowledge and research methods need to learn advanced international knowledge. In this way, we can not only save a lot of research time, but also push our government performance management to the road of international integration. In the last ten years of theoretical research, our government performance management has achieved a lot of results. However, the research in this field is not inflexible, many knowledge structures and frameworks are dynamic, we must update and maintain the freshness of the theory at any time, which requires the relevant scholars of government performance management in our country. According to the establishment of the performance management system of Wuhu municipal government as the research object, this paper actively looks for the deficiency existing in the actual management work, and tries to resolve the contradiction with the theory. Hope to make due contribution to the reform of government performance management in the future.
