【摘要】：由于對(duì)外貿(mào)易政策選擇的原則表現(xiàn)為至高無(wú)上的國(guó)家利益，而國(guó)家利益的載體和維護(hù)者只有一國(guó)政府才能擔(dān)當(dāng)。所以，貿(mào)易政策的選擇和實(shí)施必然帶有政府行為的深深烙印。伴隨著世界經(jīng)濟(jì)的不斷發(fā)展，各國(guó)政府在面臨著許多挑戰(zhàn)的同時(shí)，政府行為在制定和執(zhí)行外貿(mào)政策中的水平及影響作用也不斷提升。新中國(guó)成立后，，我國(guó)外貿(mào)政策進(jìn)入了不斷演進(jìn)的漫長(zhǎng)過(guò)程。國(guó)內(nèi)對(duì)我國(guó)外貿(mào)政策中政府行為的研究范圍比較分散且缺乏系統(tǒng)性，在政府動(dòng)因與制約因素等方面仍存在不足。本文在理論層面抽象概括對(duì)外貿(mào)易政策中政府行為的理論分析和影響因素的基礎(chǔ)上，結(jié)合金融危機(jī)下政府行為的實(shí)際運(yùn)行效果，從實(shí)務(wù)角度加以詳細(xì)闡述，并針對(duì)不足之處提出了相應(yīng)的政策建議�？偟膩�(lái)說(shuō)，為了中國(guó)經(jīng)濟(jì)的進(jìn)一步發(fā)展，政府要深化外貿(mào)體制改革，實(shí)行有管理的貿(mào)易自由化政策并建立良好的外貿(mào)秩序。
[Abstract]:The principle of choice of foreign trade policy for the supreme national interests and the interests of the state vector and the maintenance of a government can only play. Therefore, brand choice and implementation of trade policy inevitable with government behavior deeply. Along with the continuous development of the world economy, governments are facing many challenges at the same time, the government the behavior is also rising in the formulation and implementation level and the effect of foreign trade policy in the new Chinese. After the establishment of the foreign trade policy of China entered a long process of evolution. The research scope of government behavior in China's foreign trade policy in the scattered and lack of systematic, in terms of government motivation and constraints is still insufficient based on the theoretical analysis of factors. And the influence of government behavior in the theoretical level of abstraction in the foreign trade policy, combined with the government behavior under the financial crisis The actual operation results, elaborate from the angle of practice, and put forward the corresponding policy recommendations for the inadequacies. In general, in order to further the development of China economy, the government should deepen the reform of foreign trade system, the implementation of trade liberalization policies and establish good trade order.
