【摘要】：自1965年西藏自治區(qū)成立以來(lái),西藏各項(xiàng)事業(yè)的發(fā)展取得了巨大的進(jìn)步。隨著我國(guó)體制改革的不斷深入,國(guó)際形勢(shì)的不斷變化,西藏的民族區(qū)域自治制度在具體實(shí)踐中的一些問(wèn)題需要我們重新定位和完善。本文通過(guò)對(duì)民族區(qū)域自治制度在西藏的建立與發(fā)展的梳理,整理民族區(qū)域自治制度在西藏的實(shí)踐取得了哪些成果,目前存在的問(wèn)題,提出建議對(duì)策,使民族區(qū)域自治制度的優(yōu)越性在西藏得到更好的發(fā)揮,促進(jìn)西藏更好的發(fā)展。民族區(qū)域自治制度作為馬克思主義解決民族問(wèn)題的一項(xiàng)基本制度,中國(guó)共產(chǎn)黨在解決中國(guó)民族問(wèn)題的實(shí)踐中得到了發(fā)展,把馬克思主義這一民族理論同中國(guó)民族情況具體實(shí)際結(jié)合并有了新的發(fā)展。中國(guó)共產(chǎn)黨繼承并創(chuàng)新了馬列主義民族區(qū)域自治理論,同時(shí),我國(guó)的民族區(qū)域自治制度在建立并不是一帆風(fēng)順,其在實(shí)踐過(guò)程中經(jīng)歷過(guò)一些波折。對(duì)民族區(qū)域自治在西藏建立、實(shí)踐與完善進(jìn)行梳理,總結(jié)前人的研究成果,探討完善民族區(qū)域自治制度的政策,對(duì)豐富和完善我國(guó)的民族區(qū)域自治理論,更好地將馬列主義民族理論與我國(guó)的具體實(shí)際結(jié)合起來(lái)具有重要的理論意義。實(shí)踐證明,民族區(qū)域自治制度是符合我國(guó)國(guó)情和民族的具體實(shí)際情況的,在實(shí)踐中顯示了巨大的優(yōu)越性。西藏自治區(qū)自成立近50年來(lái),在政治、經(jīng)濟(jì)、文化、科技、教育等方面取得了巨大的進(jìn)步和成就。對(duì)西藏自治區(qū)民族區(qū)域自治制度的實(shí)踐與發(fā)展的歷史進(jìn)行考察和梳理,提出一些具有針對(duì)性、建設(shè)性的建議和對(duì)策,對(duì)于完善和發(fā)展民族區(qū)域自治制度,將民族區(qū)域自治制度更好的與西藏的實(shí)際相結(jié)合,人民群眾更充分的享有自治權(quán),更好的發(fā)揮民族區(qū)域自治制度的優(yōu)越性,解決西藏的民族問(wèn)題,維護(hù)民族團(tuán)結(jié),促進(jìn)西藏各項(xiàng)事業(yè)發(fā)展具有重要的現(xiàn)實(shí)意義。
[Abstract]:Since the establishment of the Tibet Autonomous region in 1965, great progress has been made in the development of various undertakings in Tibet. Some problems in the practice of the regional ethnic autonomy system in Tibet need us to reposition and improve. This paper combs the establishment and development of the ethnic regional autonomy system in Tibet. Sorting out what achievements have been achieved in the practice of the ethnic regional autonomy system in Tibet, the existing problems, and putting forward suggestions and countermeasures so that the superiority of the ethnic regional autonomy system can be brought into better play in Tibet. Promoting better development in Tibet. As a basic system of Marxist solutions to ethnic problems, the Chinese Communist Party has developed in the practice of solving ethnic problems in China. The theory of Marxism as a nation has been combined with the actual situation of the Chinese nation and new developments have been made. The Communist Party of China has inherited and innovated the theory of regional autonomy of Marxism-Leninist nationalities, and at the same time, The establishment of ethnic regional autonomy system in our country is not smooth, it has experienced some twists and turns in the process of practice. The establishment, practice and perfection of ethnic regional autonomy in Tibet have been combed out, and the previous research results have been summarized. To probe into the policy of perfecting the system of regional national autonomy is of great theoretical significance to enrich and perfect the theory of regional national autonomy in our country and better combine the national theory of Marxism-Leninism with the concrete practice of our country. The system of regional ethnic autonomy is in line with the national conditions of our country and the actual situation of the nation, and has shown great superiority in practice. In the past 50 years since the establishment of the Tibet Autonomous region, it has been in the political, economic, cultural, scientific and technological fields. Great progress and achievements have been made in education. The history of the practice and development of the ethnic regional autonomy system in the Tibet Autonomous region has been investigated and combed, and some targeted and constructive suggestions and countermeasures have been put forward. With regard to the improvement and development of the system of regional national autonomy, the better integration of the system of regional national autonomy with the reality of Tibet, the masses of the people will enjoy the right of autonomy more fully, and the superiority of the system of regional national autonomy will be better brought into play. It is of great practical significance to solve the ethnic problems in Tibet, safeguard national unity and promote the development of various undertakings in Tibet.
