【摘要】:在對逐年貨幣補(bǔ)償?shù)奶剿髦?主要形成了針對安置人口和針對被征收土地兩種補(bǔ)償方式。為促進(jìn)逐年貨幣補(bǔ)償安置方式的持續(xù)發(fā)展,指導(dǎo)后續(xù)項目的實施,研究了兩種補(bǔ)償方式的差異及差異原因,并從統(tǒng)一補(bǔ)償對象、補(bǔ)償標(biāo)準(zhǔn)、規(guī)劃方法及兌付方式四方面對實施逐年貨幣補(bǔ)償提出完善建議。提出了兩種補(bǔ)償方式的差異實質(zhì)是對所有權(quán)和使用權(quán)的補(bǔ)償,并提出了以集體經(jīng)濟(jì)組織為補(bǔ)償標(biāo)準(zhǔn)計算單元進(jìn)行統(tǒng)一補(bǔ)償,集體經(jīng)濟(jì)組織遵循總量控制原則,根據(jù)自身實際情況綜合分析確定內(nèi)部分配要求和原則的操作方式。
[Abstract]:In order to promote the sustainable development of monetary compensation and to guide the implementation of subsequent projects, two kinds of compensation methods are mainly formed in the exploration of monetary compensation year by year. This paper studies the differences between the two kinds of compensation methods and their causes, and from the point of view of the unified compensation object, the compensation standard, Four aspects of planning methods and payment methods are put forward to improve the implementation of monetary compensation year by year. The difference between the two compensation methods is essentially the compensation for ownership and right to use. It also puts forward the unified compensation with collective economic organization as the standard unit of compensation. The collective economic organization follows the principle of total quantity control and synthetically analyzes and determines the operation mode of internal distribution requirement and principle according to its actual situation.
