【摘要】：政策試點(diǎn)是具有中國特色的政策創(chuàng)新形式,是我國政策過程中一個(gè)較為普遍的現(xiàn)象。從宏大的改革開放到微觀的條例頒布、政策執(zhí)行,均會強(qiáng)調(diào)試點(diǎn)的作用,通過試點(diǎn)實(shí)現(xiàn)政策的“以小見大”早已成為中國政府實(shí)施政策的基本方式。學(xué)界對政策試點(diǎn)的研究積累較為豐富,這為本研究的進(jìn)一步開展和提升奠定了很好的基礎(chǔ),但是目前的研究成果主要聚焦于試點(diǎn)改革本身的分析及其所帶來的影響。對于政策試點(diǎn)實(shí)踐中關(guān)鍵主體的分析還很少,尤其是對處于最基層的關(guān)鍵行為人在政策試點(diǎn)當(dāng)中的行為選擇研究更少。本文力圖從政策企業(yè)家的角度去理解政策試點(diǎn)產(chǎn)生時(shí)關(guān)鍵行為人做選擇時(shí)所考慮的因素,并在此基礎(chǔ)上形成一定程度的理論探討。論文首先對政策試點(diǎn)現(xiàn)有的國內(nèi)外探索成果做了相關(guān)梳理,發(fā)現(xiàn)目前學(xué)界還沒有從政策企業(yè)家角度去研究基層政策試點(diǎn)現(xiàn)象。隨后,論文對政策企業(yè)家推動的幾個(gè)基層政策試點(diǎn)案例進(jìn)行分析,并從中歸納總結(jié)政策試點(diǎn)中政策企業(yè)家的行為選擇受哪些關(guān)鍵因素的影響。研究發(fā)現(xiàn),基層的體制內(nèi)政策企業(yè)家在選擇做政策試點(diǎn)的時(shí)候,他們有價(jià)值追求,并對自身的核心能力、在爭取外力支持的情況下有非常清晰和客觀的認(rèn)識,作為改革試點(diǎn)直接推動者的政策企業(yè)家們本身就是政策試點(diǎn)實(shí)施中頗為關(guān)鍵的因素。
[Abstract]:Policy pilot is a form of policy innovation with Chinese characteristics. It is a relatively common phenomenon in the policy process of our country. From the grand reform and opening up to the promulgation of micro-regulations and the implementation of policies, they will all emphasize the role of the pilot. Through a small part of the experiment, we can see that the whole has already become the basic way for the Chinese government to carry out the policy. The academic research on the policy pilot has accumulated a lot, which has laid a good foundation for the further development and promotion of this study. However, the current research results mainly focus on the analysis of the pilot reform itself and its impact. Especially, there is less research on the behavior choice of the key actors at the lowest level in the policy pilot. This paper tries to understand the factors considered by the key actors in the policy pilot from the perspective of the policy entrepreneur. On the basis of this, a certain degree of theoretical discussion has been formed. Firstly, this paper has combed the existing domestic and foreign exploration results of the policy pilot, and found that the current academic circles have not studied the grass-roots policy pilot phenomenon from the perspective of policy entrepreneurs. This paper analyzes several grass-roots policy pilot cases promoted by policy entrepreneurs, and sums up the key factors that influence the policy entrepreneurs' behavior selection in the policy pilot. When policy entrepreneurs at the grass-roots level choose to do policy pilot projects, they have a valuable pursuit, and have a very clear and objective understanding of their core abilities and their efforts to gain support from outside forces. Policy entrepreneurs, as direct promoters of the reform pilot, are the key factors in the implementation of the policy pilot.
