【摘要】：慈善組織作為非營利組織中的一種,在調(diào)節(jié)利益分配、緩和社會矛盾、促進社會公平、增進社會和諧等方面發(fā)揮著日益明顯的作用。自20世紀90年代以來,我國現(xiàn)代意義上的慈善組織在數(shù)量、組織成熟度、人力資源情況等方面獲得了極大的發(fā)展,慈善相關(guān)法律法規(guī)制度、社會慈善意識也有了跨越性提升。慈善組織在大發(fā)展的同時也面臨著諸多問題,募捐困境是其中最為突出的,已經(jīng)嚴重影響到慈善組織功能的發(fā)揮和慈善事業(yè)的發(fā)展。造成慈善組織募捐困境的原因是多方面的,如信息公開不足影響公共信任、自身人力資源建設(shè)不足、制度和法律發(fā)展滯后和傳統(tǒng)觀念的影響等。本文闡述了慈善組織募捐現(xiàn)狀并對造成困境的原因進行了分析,從政府治理角度提出了建立健全信息公開的標準化制度、引導人力資源建設(shè)、優(yōu)化組織外部環(huán)境和積極培育慈善意識的建議,以期能對慈善組織的募捐工作產(chǎn)生一些積極意義,促進慈善組織社會作用的發(fā)揮。
[Abstract]:As one of the non-profit organizations, charitable organizations play an increasingly obvious role in regulating the distribution of benefits, easing social contradictions, promoting social equity and promoting social harmony. In the modern sense of our country, charitable organizations have achieved great development in terms of quantity, organizational maturity, human resources and so on. Laws and regulations related to charity have been established. Social charity awareness has also improved by leaps and bounds. Charitable organizations are also facing many problems as they develop greatly, among which the difficulty of collecting donations is the most prominent. It has seriously affected the function of charitable organizations and the development of charitable undertakings. The reasons for the difficulties of charitable organizations in collecting donations are various. For example, the lack of information disclosure affects public trust, and the construction of their own human resources is insufficient. This paper expounds the current situation of charitable organizations' fundraising and analyzes the causes of the difficulties, and puts forward a standardized system for establishing and perfecting the information disclosure from the angle of government governance, such as the lagging of the development of the system and the influence of the traditional ideas. The suggestions of guiding the construction of human resources, optimizing the external environment of the organization and actively cultivating the charity consciousness are expected to have some positive significance for the charity organization's fund-raising work and to promote the social function of the charity organization.
