宜昌市少數(shù)民族干部培養(yǎng)現(xiàn)狀及其完善路徑研究

【摘要】:目前,在一些民族地區(qū)出現(xiàn)干部隊(duì)伍素質(zhì)與全面建成小康社會(huì)新任務(wù)新要求不相適應(yīng)的情況,給民族地區(qū)跨越式發(fā)展帶來(lái)挑戰(zhàn)。如何提高少數(shù)民族干部能力素質(zhì)、改善隊(duì)伍結(jié)構(gòu),如何確保黨的少數(shù)民族干部政策落到實(shí)處,是當(dāng)前少數(shù)民族干部管理培養(yǎng)面臨的一項(xiàng)新的重大課題。宜昌市是一個(gè)多民族雜居、土家族聚居的地區(qū),同時(shí)還是全國(guó)著名的武陵山連片特困地區(qū)之一。本文以宜昌市民族干部作為研究對(duì)象,是因?yàn)橐瞬械靥幬覈?guó)中西部結(jié)合帶,具有多種民族分布形態(tài)與治理形態(tài),在某種程度上是我國(guó)民族地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展失衡的一個(gè)縮影,研究其民族干部培養(yǎng)問(wèn)題具有一定的特殊價(jià)值和普遍意義。本文運(yùn)用文獻(xiàn)分析、實(shí)地調(diào)研、問(wèn)卷調(diào)查等多種方法,對(duì)宜昌市少數(shù)民族干部培養(yǎng)進(jìn)行了深入研究。緒論部分主要從歷史和現(xiàn)實(shí)方面論述選題的背景和意義,并歸納梳理了國(guó)外以蘇聯(lián)、越南為研究對(duì)象的相關(guān)研究現(xiàn)狀,以及國(guó)內(nèi)在少數(shù)民族干部發(fā)展、問(wèn)題、對(duì)策等方面的研究成果。同時(shí)闡釋了少數(shù)民族干部、少數(shù)民族干部培養(yǎng)以及少數(shù)民族干部培養(yǎng)政策三個(gè)核心概念;第一章,對(duì)馬克思主義經(jīng)典作家關(guān)于少數(shù)民族干部培養(yǎng)理論進(jìn)行了歸納分析,同時(shí)闡明了民族干部培養(yǎng)與宜昌市發(fā)展要求之間的關(guān)系;第二章通過(guò)大量數(shù)據(jù)資料,從干部數(shù)量、選拔途徑、培養(yǎng)方式等方面分析論述了宜昌市少數(shù)民族干部培養(yǎng)現(xiàn)狀,總結(jié)出干部培養(yǎng)在數(shù)量、選拔、培養(yǎng)上取得的成效;第三章提出了少數(shù)民族干部培養(yǎng)在發(fā)展速度、結(jié)構(gòu)、素質(zhì)等方面存在的主要問(wèn)題及成因;最后一章,根據(jù)存在的問(wèn)題及原因提出了宜昌市少數(shù)民族干部培養(yǎng)應(yīng)需在培養(yǎng)觀、培養(yǎng)機(jī)制、隊(duì)伍結(jié)構(gòu)、綜合素質(zhì)以及經(jīng)費(fèi)扶持方面作出的相關(guān)對(duì)策。本研究能為改進(jìn)宜昌市少數(shù)民族干部培養(yǎng)提供借鑒參考,同時(shí)能給國(guó)內(nèi)其他同類型地區(qū)少數(shù)民族干部的培養(yǎng)選拔提供有益經(jīng)驗(yàn)和借鑒啟發(fā)。
[Abstract]:At present, in some minority areas, the quality of cadres is not suitable to the new task and new requirements of building a well-off society in an all-round way, which brings challenges to the leap-forward development of minority nationality areas, how to improve the ability and quality of minority cadres, How to improve the structure of the contingent and how to ensure the implementation of the Party's policy on minority cadres is a new and important task facing the management and training of minority cadres. Yichang City is a region inhabited by many nationalities and inhabited by Tujia ethnic groups. At the same time, Yichang is also one of the most famous areas in Wuling Mountain. This paper takes the ethnic cadres of Yichang as the research object, because Yichang is located in the central and western regions of China and has a variety of ethnic distribution patterns and governance patterns. To some extent, it is a microcosm of the imbalance of economic and social development in minority areas of our country. It is of certain special value and universal significance to study the problem of training ethnic cadres. This paper makes use of many methods, such as literature analysis, field investigation, questionnaire investigation and so on. The introduction mainly discusses the background and significance of the topic from the historical and practical aspects, and summarizes the relevant research status quo of the Soviet Union and Vietnam abroad. And the domestic research results in the development, problems and countermeasures of minority cadres. At the same time, it explains the three core concepts of minority cadres, minority cadres training and minority cadres training policy. This paper sums up and analyzes the theory of the cultivation of ethnic minority cadres by Marxist classic writers, and expounds the relationship between the cultivation of ethnic cadres and the requirements of the development of Yichang City. This paper analyzes and discusses the present situation of training minority cadres in Yichang, summarizes the achievements in the number, selection and training of cadres, and puts forward the development speed and structure of the training of minority cadres in the third chapter. In the last chapter, according to the existing problems and reasons, the author puts forward that the cultivation of minority cadres in Yichang should be based on the training concept, training mechanism, team structure, etc. This study can provide a reference for improving the cultivation of minority cadres in Yichang. At the same time, it can provide useful experience and inspiration for the training and selection of minority cadres in other similar regions.
