【摘要】：中國式的腐敗與中國社會所具有的派系或派性特性有關(guān)。派系主要以血緣或姻緣為紐帶,通過"權(quán)力的庇護(hù)關(guān)系"網(wǎng)絡(luò)來謀取利益,導(dǎo)致"圈層式"腐敗出現(xiàn);而派性則主要以地緣或業(yè)緣為基礎(chǔ),通過"權(quán)力的共謀關(guān)系"網(wǎng)絡(luò)來獲取利益,導(dǎo)致"塌方式"腐敗生成。只有通過控制公共權(quán)力的運行邊界,優(yōu)化公共權(quán)力的授予方式,凈化公共權(quán)力的運行環(huán)境,以法治手段取代行政或政治手段,才能實現(xiàn)控制腐敗的目標(biāo)。
[Abstract]:The corruption of Chinese style is related to the factional or factional characteristics of Chinese society. The clique mainly takes blood or marriage as the link to obtain benefits through the network of "the sheltered relationship of power", which leads to the appearance of "stratified" corruption. On the other hand, factionalism is mainly based on geography or industry, and gains benefits through the network of "collusion of power", which leads to corruption of "collapse mode". Only by controlling the boundary of operation of public power, the way of granting public power can be optimized. Only by purifying the operating environment of public power and replacing administrative or political means with rule of law can we achieve the goal of controlling corruption.
