【摘要】：黨的"十八大"提出要改進(jìn)公共服務(wù)供給方式,引入市場機(jī)制,建立新型政府服務(wù)體系�！�2016年政府工作報(bào)告》指出新型城鎮(zhèn)化是現(xiàn)代化的必由之路,并提出發(fā)展要求和建設(shè)目標(biāo)。公共服務(wù)供給與城鎮(zhèn)化建設(shè)相匹配是建設(shè)以人為本的新型城鎮(zhèn)化的必然要求,政府公共服務(wù)職能的完善是新型城鎮(zhèn)化建設(shè)的必要支撐。政府作為公共服務(wù)重要的供給主體也是公共服務(wù)市場化的發(fā)起者和服務(wù)者,在社會(huì)公共管理工作中占據(jù)核心位置,其職能履行的好壞直接決定公共服務(wù)供給能否滿足新型城鎮(zhèn)化建設(shè)的需要。黑龍江省在《黑龍江省新型城鎮(zhèn)化規(guī)劃(2014-2020年)》中做出未來15年城鎮(zhèn)化規(guī)劃和公共服務(wù)所要達(dá)到的目標(biāo)。分析和優(yōu)化黑龍江省新型城鎮(zhèn)化進(jìn)程中政府公共服務(wù)職能的相關(guān)對策,通過完善政府公共服務(wù)職能實(shí)現(xiàn)公共服務(wù)供給的優(yōu)化升級,是順應(yīng)新型城鎮(zhèn)化建設(shè)的必然選擇,對促進(jìn)政府公共服務(wù)職能的完善具有重大理論意義和實(shí)踐意義。實(shí)現(xiàn)公共服務(wù)供給與新型城鎮(zhèn)化建設(shè)相匹配是優(yōu)化黑龍江省政府公共服務(wù)職能的關(guān)鍵。本文以治理理論、新公共管理理論和新公共服務(wù)理論為理論基礎(chǔ),對新型城鎮(zhèn)化、公共服務(wù)和公共服務(wù)職能的涵義和相關(guān)內(nèi)容進(jìn)行界定,并指出新型城鎮(zhèn)化在服務(wù)內(nèi)容、供給主體、被服務(wù)對象等對政府公共服務(wù)職能的新的特殊要求。利用數(shù)據(jù)搜集和現(xiàn)狀分析等方法得出黑龍江省政府在新型城鎮(zhèn)化建設(shè)和公共服務(wù)供給過程中存在的如公共服務(wù)供給總量不足、市場開放度低,供給體系支撐不足等問題,剖析產(chǎn)生的原因。通過對美國萊克伍德市、英國沃里克郡和新加坡政府做法的借鑒,結(jié)合國內(nèi)如吉林省、上海市和江蘇省的成功經(jīng)驗(yàn),立足黑龍江省的實(shí)際省情,提出轉(zhuǎn)變公共服務(wù)觀念、完善公共服務(wù)供給體系,優(yōu)化公共服務(wù)供給環(huán)境三點(diǎn)建議,以此達(dá)到黑龍江省政府在新型城鎮(zhèn)化建設(shè)中公共服務(wù)供給效率和質(zhì)量的全面提升。
[Abstract]:The "18 National Congress" of the Communist Party of China proposed to improve the supply of public services, introduce the market mechanism, and establish a new type of government service system. The 2016 Government work report pointed out that the new type of urbanization is the only way to modernization. It is necessary to build a new type of urbanization based on people oriented, and to match the supply of public services with the construction of urbanization. The perfection of government's public service function is the necessary support for the construction of new urbanization. As an important supply subject of public service, government is also the initiator and server of the marketization of public service, which occupies the core position in the social public management. The performance of its functions directly determines whether the supply of public services can meet the needs of the new urbanization construction. Heilongjiang Province made the urbanization plan and public service for the next 15 years in the "Heilongjiang Province New urbanization Plan 2014-2020)". Analysis and optimization of the government's public service functions in the process of new urbanization in Heilongjiang Province, It is an inevitable choice to adapt to the construction of new urbanization to optimize and upgrade the supply of public services by perfecting the functions of government public services. It is of great theoretical and practical significance to promote the improvement of government public service function. It is the key to optimize the public service function of Heilongjiang provincial government to realize the matching between public service supply and new urbanization construction. Based on the new public management theory and the new public service theory, this paper defines the meaning and related contents of new urbanization, public service and public service function, and points out that new urbanization is the main body of service and supply. Using the methods of data collection and current situation analysis, it is concluded that the Heilongjiang provincial government exists in the process of new urbanization construction and public service supply, such as public service. The total amount of service supply is insufficient, Problems such as low market openness, insufficient support for the supply system, and so on, are analyzed. By drawing lessons from the practices of the American governments of Lakewood, Warwick County and Singapore in the United States, and combining with domestic practices such as Jilin Province, The successful experience of Shanghai and Jiangsu Province, based on the actual situation of Heilongjiang Province, puts forward three suggestions on changing the concept of public service, perfecting the public service supply system, and optimizing the public service supply environment. In order to achieve the Heilongjiang Provincial Government in the new urbanization construction of public service supply efficiency and quality.
