【摘要】:地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展離不開黨政機(jī)構(gòu)的管理和服務(wù),而體制機(jī)制調(diào)整和完善則是黨政機(jī)構(gòu)高效運(yùn)轉(zhuǎn)的核心,鄉(xiāng)鎮(zhèn)也不例外。作為我國(guó)政權(quán)組織的基礎(chǔ)層級(jí),鄉(xiāng)鎮(zhèn)體制機(jī)制的優(yōu)化程度不僅對(duì)政權(quán)穩(wěn)固起到基礎(chǔ)性作用,同時(shí)也在很大程度上影響著地區(qū)整體經(jīng)濟(jì)社會(huì)發(fā)展?fàn)顩r。改革開放以來,我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展進(jìn)程加快,城鎮(zhèn)化程度逐步提高,2010年以前,大多數(shù)地區(qū)在鄉(xiāng)鎮(zhèn)尤其是重點(diǎn)鎮(zhèn)和中心鎮(zhèn)的扶持和發(fā)展上,仍然以加快推進(jìn)鎮(zhèn)域經(jīng)濟(jì)發(fā)展、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)為主要任務(wù),對(duì)其政權(quán)組織的行政管理體制和運(yùn)行機(jī)制方面,沒有全面展開具有針對(duì)性的改革措施,經(jīng)濟(jì)社會(huì)發(fā)展水平和行政管理體制逐漸不相適應(yīng),導(dǎo)致發(fā)展后期鄉(xiāng)鎮(zhèn)政權(quán)組織逐步出現(xiàn)“權(quán)小、責(zé)大、能力弱”現(xiàn)象,鄉(xiāng)鎮(zhèn)政府在管理上開始“疲軟”。2010年以來推開的經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政管理體制改革,正是中央應(yīng)對(duì)這種現(xiàn)狀開展的一項(xiàng)重大改革任務(wù),其有益經(jīng)驗(yàn)不僅可以對(duì)部分試點(diǎn)地區(qū)經(jīng)濟(jì)起到助推作用,其改革理念和方式方法同樣具有可復(fù)制性,對(duì)其他鄉(xiāng)鎮(zhèn)也具有很強(qiáng)的示范和帶動(dòng)作用。本文從我國(guó)鄉(xiāng)鎮(zhèn)行政管理體制改革現(xiàn)狀入手,擬宏觀分析鄉(xiāng)鎮(zhèn)行政管理體制的尚存問題,探討鄉(xiāng)鎮(zhèn)行政管理體制改革的必要性和可行性,提出涉及鄉(xiāng)鎮(zhèn)體制機(jī)制改革的應(yīng)堅(jiān)持的原則和具體措施。并由此深入到經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)的有關(guān)改革問題上,分析了經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政管理體制改革在鄉(xiāng)鎮(zhèn)體制機(jī)制改革中的重要地位和意義,并以萊州市沙河鎮(zhèn)改革試點(diǎn)為實(shí)際案例進(jìn)行研究,在闡述該鎮(zhèn)行政管理體制改革過程的基礎(chǔ)之上,分析其發(fā)展過程中存在的優(yōu)勢(shì)和劣勢(shì)、面臨的機(jī)遇與挑戰(zhàn),進(jìn)而提出因地制宜的改革策略。萊州市沙河鎮(zhèn)作為山東省經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政管理體制改革首批試點(diǎn)鎮(zhèn),省市各級(jí)高度重視,自2010年起開展了一系列具有針對(duì)性的改革舉措,改革成效顯著,但該試點(diǎn)在近兩年中央進(jìn)一步推進(jìn)擴(kuò)權(quán)強(qiáng)鎮(zhèn)的過程中也暴露出一些問題。鑒于此,筆者選擇萊州市沙河鎮(zhèn)作為典型案例進(jìn)行了詳細(xì)分析,對(duì)改革的目標(biāo)任務(wù)、具體措施、成效及存在問題進(jìn)行了歸納總結(jié),并結(jié)合當(dāng)前實(shí)際,提出了深化經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政管理體制改革的具體發(fā)展策略,以期對(duì)經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政管理體制改革進(jìn)行進(jìn)一步探索。
[Abstract]:The regional economic and social development can not be separated from the management and service of the party and government organs, and the adjustment and improvement of the institutional mechanism is the core of the efficient operation of the party and government organs, and the township is no exception. As the basic level of the political power organization in our country, The degree of optimization of the township system and mechanism not only plays a fundamental role in the stability of political power, but also greatly affects the overall economic and social development of the region. Since the reform and opening up, the process of economic and social development in China has been accelerated. Before 2010, the major tasks in most areas in support and development of towns, especially key towns and central towns, were to accelerate the economic development in the town area and to adjust the industrial structure. With regard to the administrative management system and the operational mechanism of its political power organizations, it has not comprehensively carried out targeted reform measures, and the level of economic and social development and the administrative management system have gradually failed to adapt to each other. As a result of the gradual emergence of the phenomenon of "small power, big responsibility and weak capacity" in the later stage of development, the township government began to be "weak" in management. The reform of the administrative management system of the economically developed towns has been pushed forward since 2010. It is precisely a major reform task that the central government should carry out in response to this situation. Its beneficial experience can not only boost the economies of some pilot areas, but also make its ideas and methods of reform replicable. This paper, starting with the present situation of the reform of the township administration system in China, intends to analyze the remaining problems of the township administration system macroscopically. This paper probes into the necessity and feasibility of the reform of the township administration system, puts forward the principles and concrete measures that should be adhered to in the reform of the township system and mechanism, and thus goes deep into the relevant reform problems of the economically developed towns. This paper analyzes on the important position and significance of the reform of administrative management system of developed towns in the reform of township system and mechanism, and takes the pilot reform of Shahe Town in Laizhou City as a practical case study. On the basis of expounding the reform process of the administrative management system of the town, the advantages and disadvantages, the opportunities and challenges in the process of its development are analyzed. As the first pilot town of the administrative system reform of the economically developed towns in Shandong Province, the provinces and cities attach great importance to it at all levels, and since 2010, a series of targeted reform measures have been carried out in Shahe Town, Laizhou City, which is the first pilot town to reform the administrative management system of the economically developed towns in Shandong Province. The results of the reform have been remarkable, but the experiment also exposed some problems in the process of the central authorities further promoting the expansion of the town in the past two years. In view of this, the author selected Shahe Town of Laizhou City as a typical case to carry out a detailed analysis, and made a detailed analysis of the target task of the reform. The concrete measures, results and existing problems are summarized, and combined with the current situation, the specific development strategies for deepening the reform of the administrative management system of the economically developed towns are put forward. With a view to the economic development of town administration system reform further exploration.
