【摘要】：隨著我國(guó)改革開(kāi)放和經(jīng)濟(jì)社會(huì)深入發(fā)展,城市化程度不斷加快,城市規(guī)模迅速擴(kuò)張,人口規(guī)模不斷膨脹,市民身份漸趨復(fù)雜,城市管理作用和地位日漸凸顯,城市管理面臨的壓力和挑戰(zhàn)越來(lái)越大,全社會(huì)對(duì)構(gòu)建服務(wù)型政府、完善公共服務(wù)推進(jìn)城市管理的要求也越來(lái)越高。城市管理工作與廣大市民的日常生活和切身利益密切相關(guān),對(duì)提高居民社會(huì)滿意度和幸福指數(shù)具有重要意義,可以說(shuō)是一項(xiàng)關(guān)系國(guó)計(jì)民生的民心工程,是構(gòu)建服務(wù)型政府的窗口。當(dāng)前城市管理工作中存在許多頑癥,其中以流動(dòng)商販聚集占道經(jīng)營(yíng)現(xiàn)象較為典型,在城市中形成了大量相對(duì)于有形室內(nèi)市場(chǎng)的占道經(jīng)營(yíng)攤點(diǎn)群,成為現(xiàn)代都市中的“牛皮癬"。該現(xiàn)象久治不愈,反復(fù)回潮,嚴(yán)重影響了市容市貌,引發(fā)了道路交通安全、食品安全、群體事件等一系列問(wèn)題,受到社會(huì)各界的廣泛關(guān)注。如何順應(yīng)新形勢(shì)和新要求加強(qiáng)城市管理,推進(jìn)城市管理服務(wù)轉(zhuǎn)型升級(jí),提升城市品質(zhì)、魅力和競(jìng)爭(zhēng)力,是當(dāng)前城市管理者亟需考慮的問(wèn)題。本文通過(guò)采用調(diào)查研究、定量和定性相結(jié)合、文獻(xiàn)研究等方法,基于對(duì)濟(jì)南市城區(qū)占道經(jīng)營(yíng)攤點(diǎn)群的調(diào)查研究,分析了濟(jì)南市城區(qū)占道經(jīng)營(yíng)攤點(diǎn)群的特點(diǎn)、存在意義、存在問(wèn)題等,對(duì)城市和城市管理的相關(guān)內(nèi)容進(jìn)行了闡述,以新公共服務(wù)理論和服務(wù)型政府理論為依據(jù),指出目前我國(guó)城市管理遭遇了城市規(guī)劃不接“地氣”、配套服務(wù)設(shè)施不到位、科學(xué)管理體制機(jī)制缺失、綜合執(zhí)法效能不高、管理主客體整體素質(zhì)偏低、民生矛盾日益凸顯、輿論導(dǎo)向存在偏頗等困境。本文梳理借鑒先進(jìn)國(guó)家和地區(qū)的城市在管理理念、管理機(jī)制方面的成功經(jīng)驗(yàn),從明確城市管理定位、科學(xué)合理規(guī)劃建設(shè)、建立健全體制機(jī)制、疏堵結(jié)合有效規(guī)范、探索社會(huì)參與共治、完善民生保障體系、加大公共財(cái)政投入、營(yíng)造共建濃厚氛圍等方面提出了加強(qiáng)我國(guó)城市管理的對(duì)策建議,以實(shí)現(xiàn)城市管理的長(zhǎng)效化,給我國(guó)城市的管理發(fā)展提供一定的參考。
[Abstract]:With the reform and opening up and the deep development of economy and society in our country, the degree of urbanization is speeding up, the scale of city is expanding rapidly, the scale of population is expanding, the identity of citizen is becoming more and more complicated, the function and status of urban management are becoming more and more prominent. Urban management is facing more and more pressure and challenge, and the whole society has higher and higher requirements for constructing service-oriented government and perfecting public services to promote urban management. Urban management is closely related to the daily life and vital interests of the general public. It is of great significance to improve the social satisfaction and happiness index of the residents. It can be said that it is a project of the people's hearts and minds related to the national economy and the people's livelihood, and it is also a window for the construction of a service-oriented government. There are many stubborn diseases in the current urban management work. Among them, the phenomenon of mobile vendors gathering and occupying the road is typical, and a large number of points of operation are formed in the city relative to the tangible indoor market, which has become the "psoriasis" in the modern city. This phenomenon has not been cured for a long time, and has repeatedly returned to the tide. It has seriously affected the appearance of the city, caused a series of problems, such as road traffic safety, food safety, group events, and so on. It has received extensive attention from all walks of life. How to comply with the new situation and new requirements to strengthen urban management, To promote the transformation and upgrading of urban management services, to enhance the quality, charm and competitiveness of the city, is an urgent issue for city managers. This paper adopts the methods of investigation, quantitative and qualitative analysis, literature research, and so on. Based on the investigation and research on the group of management points in Jinan city, this paper analyzes the characteristics, significance and problems of the group, and expounds the relevant contents of the city and its management. Based on the new public service theory and the service-oriented government theory, this paper points out that the urban management in our country has encountered the problems of not connecting the urban planning with the "land and air", the lack of supporting service facilities, the lack of scientific management system and mechanism, and the low efficiency of comprehensive law enforcement. The overall quality of the subject and object of management is on the low side, the contradictions of people's livelihood are becoming increasingly prominent, and the public opinion orientation is biased. This paper combs the successful experience of the cities in advanced countries and regions in the aspects of management concept and management mechanism, and makes clear the position of urban management. Scientific and rational planning and construction, establishment of a sound system and mechanism, combination of effective norms, exploration of social participation in co-governance, improvement of the livelihood security system, and increase of public financial input, In order to realize the long-term effect of urban management and to provide a certain reference for the development of urban management in China, this paper puts forward some countermeasures and suggestions on how to strengthen the urban management in order to realize the long-term effect of urban management.
