【摘要】：移民融入是一個緩慢、復(fù)雜而又艱難的過程。1999年珊溪水庫移民開始啟動搬遷到華一,如今已經(jīng)十幾年過去了,現(xiàn)在處于移民的后期扶持階段。本文以安置到樂清市華一村的珊溪水庫農(nóng)村移民為研究對象,通過實地調(diào)研,并結(jié)合相關(guān)的文獻研究,從經(jīng)濟、政治、文化心理、社會關(guān)系這四個維度,闡述了珊溪水庫移民遷到華一村以后的融入現(xiàn)狀及變化發(fā)展過程。并對移民融入出現(xiàn)的問題進行分析,針對性地指出了問題和矛盾所在,并探索解決這些問題的思路與對策。本文的形成主要源于兩個思考:移民的生產(chǎn)生活現(xiàn)狀如何?移民是否已經(jīng)融入當(dāng)?shù)?對遷到華一村的珊溪水庫移民從經(jīng)濟、政治、文化心理、社會關(guān)系的融入現(xiàn)狀進行調(diào)研分析,發(fā)現(xiàn)了移民經(jīng)濟收入薄弱,謀求生路的方式單一、政治參與度不高、缺乏主人翁意識、法律意識淡薄,容易形成惡性的小圈子。因為是跨縣近遷,珊溪水庫移民與安置地的生產(chǎn)方式、習(xí)俗方面區(qū)別不大,這降低了移民融入當(dāng)?shù)氐拈T檻;在政治參與上移民與當(dāng)?shù)卮迕裣碛型鹊臋?quán)力,但是移民缺乏參與的積極性,這需要轉(zhuǎn)換移民的社會角色認知和自我定位,只要樹立主人翁的意識,移民就有了融入的動力;同時移民在土地、住房等因素上滿意度較高,這些都是移民很好地融入當(dāng)?shù)氐幕A(chǔ)。本文提出了對策建議:落實政策,加強后扶工作;加快推進移民創(chuàng)業(yè)致富的步伐;加強文化教育,提高移民綜合素質(zhì);加大法律政策引導(dǎo)和宣傳的力度,提高移民、當(dāng)?shù)鼐用�、司法人員的法律意識。本文在解決融入的問題上提出了兩個觀點:一經(jīng)濟收入在移民融入的過程里有著重要影響。提高移民的經(jīng)濟收入,減少移民與當(dāng)?shù)鼐用袷杖氩罹嗍乾F(xiàn)階段移民工作中的首要任務(wù)。二政府在移民后扶工作中不僅僅是提供政策和經(jīng)濟的扶持,更應(yīng)重視移民的心理疏導(dǎo)。采取措施在移民社區(qū)營造出健康、積極、友好的氛圍;開展活動促進移民與安置地村民溝通交流。希望政府、社會、移民三方共同努力,實現(xiàn)移民“搬得出、穩(wěn)得住、能致富”的目標。
[Abstract]:Immigration integration is a slow, complex and difficult process. In 1999, immigrants from the Shanxi Reservoir began to move to China, and it has been more than a decade since. At present, it is in the later supporting stage of immigration. This paper takes the rural migrants of Shanxi Reservoir, who have been resettled to Huayi Village in Yueqing City, as the research object, through field investigation and combining with the relevant literature research, from the economic, political and cultural psychology. From the four dimensions of social relations, this paper expounds the present situation of integration and the process of development after the migration of Shanxi Reservoir immigrants to Huayi Village, and analyzes the problems arising from the integration of immigrants, and points out the problems and contradictions. The formation of this paper mainly comes from two considerations: what is the status quo of the production and life of immigrants? Have immigrants been integrated? By investigating and analyzing the present situation of the integration of economic, political, cultural psychology and social relations among the immigrants from Shanxi Reservoir who moved to Huayi Village, it is found that the economic income of immigrants is weak, the way of seeking a way of living is single, and the degree of political participation is not high. Lack of sense of master, weak sense of law, easy to form a vicious circle. Because it is transcounty near migration, Shanxi reservoir resettlement and resettlement of the mode of production, customs are not different, which lowered the threshold for immigrants to integrate into the local; In the political participation, immigrants and local villagers have the same rights, but immigrants lack the enthusiasm to participate, which needs to change the social role of immigrants and self-positioning, as long as the establishment of a sense of master, immigrants will have the power of integration; At the same time, the satisfaction of immigrants in land, housing and other factors is relatively high, which are the basis for immigrants to integrate well into the local areas. This paper puts forward countermeasures and suggestions: implementing policies, strengthening the work after help, speeding up the pace of promoting immigrants to start businesses and become rich; Strengthen cultural education, improve the comprehensive quality of immigrants, increase the legal and policy guidance and publicity efforts, improve immigrants, local residents, This paper puts forward two viewpoints on how to solve the problem of integration: first, economic income has an important influence on the process of immigrants' integration. Reducing the income gap between immigrants and local residents is the most important task in immigration work at this stage. (2) the government is not merely providing policy and economic support in post-migration support work. We should pay more attention to the psychological guidance of immigrants. We should take measures to create a healthy, positive and friendly atmosphere in the immigrant communities; we should carry out activities to promote communication and exchange between immigrants and the villagers where they are resettled. We hope that the government, society and immigrants will work together. To achieve the goal of emigration, "move, can live, can become rich" goal.
