【摘要】：在工業(yè)化、城市化進(jìn)程中,人們逐漸獲得了效率意識(shí)。特別是進(jìn)入20世紀(jì)后,在諸如進(jìn)步主義運(yùn)動(dòng)、管理革命等推動(dòng)下,隨著社會(huì)科學(xué)的方法和技術(shù)不斷地引入人們的生產(chǎn)和經(jīng)濟(jì)活動(dòng)中,形成了效率文化,對(duì)人們的幾乎所有活動(dòng)都產(chǎn)生了支配性的影響。在政治與行政分化后,政府的社會(huì)治理活動(dòng)把效率追求放在了非常突出的位置上,而且,在社會(huì)的層面上,市場(chǎng)經(jīng)濟(jì)條件下的競(jìng)爭(zhēng)也把效率作為組織生存的基礎(chǔ)來(lái)看待。在社會(huì)治理中,對(duì)效率的追求導(dǎo)致了效率與公平的矛盾。盡管學(xué)者們?cè)趯?duì)這一矛盾的思考中提出了諸多對(duì)政府的批評(píng)性意見,卻一直沒有找到解決這一矛盾的出路。在全球化、后工業(yè)化進(jìn)程中,組織模式正在發(fā)生變革,一種新型的合作制組織正在成長(zhǎng)中,有著取代官僚制組織而成為社會(huì)生產(chǎn)和活動(dòng)中的基本組織形式的趨勢(shì)。合作制組織顯然也是有效率的組織,但它不會(huì)把效率當(dāng)作組織運(yùn)行的目標(biāo),而是一種在合作行動(dòng)中出現(xiàn)的自然而然的結(jié)果。
[Abstract]:In the process of industrialization and urbanization, people gradually gained the sense of efficiency, especially after 20th century, driven by the progressive movement, the management revolution, etc. With the continuous introduction of social science methods and techniques into people's production and economic activities, an efficiency culture has been formed, which has had a dominant impact on almost all people's activities. The government's social governance activities put the pursuit of efficiency in a very prominent position. Moreover, on the social level, competition in the market economy also regards efficiency as the basis for the survival of the organization. The pursuit of efficiency leads to the contradiction between efficiency and fairness. Although scholars have put forward a lot of critical views on government in their thinking on this contradiction, they have never found a way to solve this contradiction. In the process of post-industrialization, the organizational model is changing, and a new type of cooperative organization is growing up. There is a tendency to replace bureaucratic organizations as the basic forms of organization in social production and activities. Cooperative organizations are also clearly efficient organizations, but they do not see efficiency as the objective of their operation. It is a natural result of cooperative action.
