【摘要】：扶持人口較少民族的發(fā)展,是我國新時期民族工作的重要舉措,也是我國實現全面建設小康社會目標的現實選擇。近年來,扶持人口較少民族發(fā)展政策已形成自上而下完整的政策體系,對這些政策進行系統梳理與分析,基于對云南、貴州兩省人口較少民族扶持發(fā)展政策的微觀調研上,總結出我國扶持人口較少民族發(fā)展政策的一般特點:首先是政策的全面性;其次是政策的貫通性好;第三是操作性強。與此同時,深入剖析了我國扶持人口較少民族發(fā)展政策存在的不足之處:第一、政策動態(tài)監(jiān)測實施不容樂觀;第二、扶持人口較少民族發(fā)展政策目標有所偏離和實現不均衡;第三、各省區(qū)扶持人口較少民族發(fā)展政策的執(zhí)行程度有差別,政策實施效果有差異;第四、扶持人口較少民族政策的明顯針對性,對和諧民族關系的構建產生不利影響。通過對政策的梳理、分析,有利于進一步完善政策體系,還能夠不斷提高政策效應。
[Abstract]:It is an important measure of national work in the new period and a realistic choice to realize the goal of building a well-off society in an all-round way. The policy of supporting the development of the minority nationalities has formed a complete policy system from the top to the bottom. The systematic analysis of these policies is based on the microcosmic investigation of the policies of supporting the development of the minority nationalities in Yunnan and Guizhou provinces. Summing up the general characteristics of the policy of supporting the minority nationalities in China: first, the policy is comprehensive; secondly, the policy is consistent; the third is the strong operability. At the same time, This paper deeply analyzes the shortcomings of the policy of supporting the minority ethnic development in China: first, the implementation of policy dynamic monitoring is not optimistic; second, the policy goal of supporting the minority ethnic development is deviated from and the realization of imbalance; third, The degree of implementation of the policy of supporting the minority nationalities in the provinces and regions is different, and the effect of the policy implementation is different; 4th, the policy of supporting the minority ethnic groups in the population is obviously targeted. By combing and analyzing the policy, it is helpful to further perfect the policy system and improve the policy effect.
